MINUTES OF OCTOBER 16, 2006 MEETING

The meeting convened at 6:30 p.m.
PUBLIC INPUT:
Linda Plunkett and Ruth Fleming came before the Board to discuss establishing public vegetable garden areas in town. They asked if the selectmen would support such an undertaking and how to identify suitable locations for gardens. Wright replied that he was very much in favor of such an effort and that locally grown food was a vital resource. He suggested that the back field at Fishersfield might be a location, but lots of topsoil would be needed to mix with the compost. Another idea would be to manufacture compost at Fishersfield for use of residents to establish their gardens. Pavlicek asked about organizing a farmers’ market. Fleming said this could be located at Hearse House. Wright said on a short-term, temporary basis a market could be established at Bald
Sunapee, making use of the greenhouse and perhaps teaching some gardening techniques. Plunkett said interested people were needed, as well as about 5 or 6 locations for gardens. Fleming said there would have to be access to water or wells. She asked if insurance would be needed for gardeners on someone else’s property. Pavlicek said no, people go on another’s land at their own risk. Wright said he would serve on a committee. He is now getting his master gardener certification and will have to do many hours of related community service as part of the program. Pavlicek said we could put a notice on the web site and Wright suggested publicizing the program in the newsletter. He said now was the time to organize the effort for next growing season. He mentioned there were many ways to organize, including a cooperative agreement. It might be advisable to hold a public informational meeting.

OLD BUSINESS:
Pavlicek reported that Stantec is holding a meeting this week to review bids for work at Blodgett Landing sewer system.
Marilyn Hill provided the Board with a total cost to Parks & Rec for the Fall Festival of $535.62. The Board agreed that the festival was a success.
The Board noted a driveway permit application and erosion control plan submitted by the Chalk Pond Water Company in connection with their plans to install a new well. The Planning Board determined that the erosion control plan was not needed. The Board also reviewed two letters regarding the Water Company’s site for the new well and their future need for an easement from the town to install a water main under Chalk Pond Road.
Pavlicek informed the Board that AccuMail’s cost for mailing the ballot for the upcoming general election to Newbury voters will cost $338. He suggested that for the next election, we might think of alternate ways of publicizing the ballot – perhaps by putting it on the town web site.
NEW BUSINESS:
Pavlicek reported that Upper Valley Lake Sunapee Regional Planning Commission (UVLSRPC) has set the date for the 2007 Hazardous Waste Day for August 18th in Sunapee. The Board agreed that Newbury will participate and authorized Pavlicek to sign the agreement, pending approval of the budget at Town Meeting.
Pavlicek reported that LVLSRPC has prepared an update of an inventory of all Newbury town roads. There were many additions and changes, and the town now maintains 60 miles of roads. The Board signed the inventory and a copy will be given to each selectman.
The Board signed the state notification of Date and Location for the General Election on November 7th at the Town Office.
The Board reviewed a plan submitted by LSPA to install two catch basins at Newbury Harbor to protect the quality of the water at Newbury Inlet, a tributary of Lake Sunapee. The materials cost is $5,000, to be split between the town and LSPA. NH DOT will supply all labor and machinery. Installation is planned as soon as possible. The Board agreed to this expenditure.
Pavlicek reported that the Friends of the Center Meeting House would like to hold a raffle to guess the weight of the meeting house. The Board agreed.
