MINUTES OF JULY 30, 2007 MEETING

The meeting convened at 6:30 p.m.
PUBLIC INPUT:
Mike Vignale discussed the plans for the Sidewalk and town center project. Vignale said the three issues he wanted to discuss at this meeting were: the trees, entrance and exit from the parking lot, and the bridge. Wright stated he would like to take some trees away from the original plan. The parking lot should have no trees or use small shrubs so that the view is not obstructed from the restaurant across the street. Lee mentioned that any plants or shrubs that are planted should be hardy due to the cold wind from the lake in the winter months. Vignale said that instead of bushes and trees, he will make a nice sitting area with benches down by the lake. Vignale said the parking lot will have an entrance and exit with slanted parking
spaces and show the placement of the bridge. Thomas said he wants a space big enough by the sitting area that will allow a fire truck to get in there to draw water from the lake. Lee said he would like painted parking strips put in on the shoulder across the street to add more official parking spaces to the area. Wright would like to consider moving the Veterans Hall over to the Bald Sunapee location. It was decided to go with the antique fixtures for the lighting. Wright would like to look into solar lighting for these fixtures. Budd said carriage lights will keep down the light pollution and will probably also keep down the speed on the road at night. Vignale will meet with the state tomorrow to check on having parking available on the shoulder on the other side of the street.
APPOINTMENTS:
Denny Hisler approached the Board with some on-going drainage issues. He stated he has a major problem with drainage off of a class VI road. All of the water draining from Poor Farm Road now floods his back yard. Wright told Hisler to create an easement and the highway department will come in and make a ditch on the side of his property to re-route the water pathway away from his backyard. Hisler will make measurements of the needed ditch and meet with Pavlicek to draw up an easement and have it recorded. Wright said this should be completed before Labor Day of this year.
REGULAR BUSINESS:
PAYROLL & ACCOUNTS PAYABLE: Week ending July 28, 2007 approved.
MINUTES: Minutes f July 16, 2007 approved to file.
ABATEMENTS/REFUDS/EXEMPTIONS: The Board approved 1 tax abatement.
OLD BUSINESS:
Wright gave an pdate on the Fishersfield project. He reported the project is on
schedule and that 90% of the field is completed. He said they are currently prepping the area for
building. Wright mentioned he would like a stone wall and a gate that can be locked at night, so
that no one can go onto the field after dark. There was an issue regarding the wood that was
purchased, so this oak wood will be sold and the money will be given back to the town.
Hemlock will be used for the covered bridge. Wright would like to get power, well and septic
In the area soon.
NEW BUSINESS:
Pavlicek discussed the request from the Center Meeting House Committee that would like to withdraw money. It was decided to table this issue until the return of chairman Jim Powell.
Pavlicek distributed a thank you letter from Alice Lynn for the birthday cake at Old Home Day.
Pavlicek distributed an invitation to the ground breaking ceremony at New London Hospital.
Pavlicek reported that the water testing at the Newbury beaches on Lake Sunapee were all normal.
Pavlicek read a letter from the Lake Sunapee Protective Association thanking the town of Newbury for the continued support for invasive milfoil control.
The Board signed the license for the Sunapee Hill Association easement deed. It will be notarized and recorded.
Pavlicek reported that the Park 10 abutter letters and public notices went out regarding the sealed bid process for the lots in Park 10.
Pavlicek reported notices were also sent to all publications regarding the bidding process to take down the large shed on the Bald Sunapee property.
Pavlicek stated he has been updating the personnel manual and will have a draft ready for the Board by the next meeting.
