NEWBURY BOARD OF SELECTMEN
MINUTES OF AUGUST 27, 2007 MEETING

The meeting convened at 6:30 p.m.
Aaron Sparks was sworn in as full-time police officer for the Town of Newbury by the Town Clerk.
PUBLIC INPUT:
William Syvertsen approached the Board regarding the constant noise in the village area due to the heavy equipment going in and out. He said he would like something done to alleviate the heavy noise pollution especially in the early hours of the morning. Powell said that much of the work that is being done now is storage of materials for the fixing of Winding Brook Road and should be completed soon. Syvertsen asked if these materials could be stored at another location and if the work could start a little later in the morning. The Selectmen said they will discuss the issue and will come up with a solution to the problem.
Residents of Perry Court were invited to the Selectmen’s meeting to discuss options to improve the drainage on the private road to alleviate flooding problems in Blodgett Landing. Powell said the Selectboard would like the residents to come together to meet with the Highway Administrator so that he can give his opinion on what needs to be done and the property owners can get together to hire a contractor to do the work. Wright suggested that the group choose a point man to get together with Cal on site to look at what needs to be done. Six out of the seven residents of Perry Court were in attendance, so a brief meeting outside of the Selectmen’s meeting took place with Cal to discuss a preliminary plan.
Pavlicek announced the public notice on town ordinances and Police Chief Lee said he only had one change to the original ordinances. He changed the time of noise disturbances from 7:00 a.m. to 6:30 a.m. to 10:00 p.m. The only other minor changes were grammatical and spelling. Ron Williams had some questions on the barking during night hours and wanted to know what was described as ‘night hours’. Lee said he would add that the night hours would coincide with the noise ordinance and that would be described as 10:00 p.m. to 6:30 a.m. Powell closed the public hearing and a vote to enact these ordinances will take place at the next Selectmen’s meeting.
Four sealed bids for the work to be done on Winding Brook Road were opened. The winning bid was RHM Construction for $15,000. Stone Face Excavating, BHL Excavation, and KA Stevens will all be notified of the winning bid.
APPOINTMENTS:
Cal Prussman gave an update on the road work in Newbury. He stated he has received a lot of compliments for the work his crew has done at Sunapee Hills. He reported that all the fabric is at the site for the Rollins Road repairs. Wright said he has done a nice job with Province Road. Powell asked Prussman to explore getting into an agreement with the state to get access to town property that is annexed to state property. Wright told Prussman he would like the highway department to go back to the 5 day work week. He also stated that a police officer should be used for traffic control during construction work. Prussman said that an officer could be used in certain instances, but highway department personnel should be
used instead of tying up the police department. Prussman also stated that he believes the highway department gets a lot more done in four ten hour days rather than the 5 day week. He said it is a nice benefit for his department during the summer since they are expected to be on call 24 hours a day/7 days a week during the winter months. Prussman also stated that the State of NH follows the same 4 day work week in the summer. Powell said the Selectboard will take this under advisement and discuss at a later time.
REGULAR BUSINESS:
ABATEMENTS/REFUNDS/EXEMPTIONS: The Board denied one veteran’s exemption due to insufficient qualifications.
PAYROLL & ACCOUNTS PAYABLE: Week ending August 25, 2007 were approved.
MINUTES: Minutes of August 13, 2007 approved to file.
INTENT TO CUT: The Board signed one intent to cut in the Buffer Zone.
OLD BUSINESS:
Pavlicek gave a report on the final Visioning Session. Patricia Sherman made a presentation that included over 60 more parking lots. Sherman will make a presentation at the next Selectmen’s meeting.
Wright gave an update on the Fishersfield project. He reported that all that is left to do
at this time is grade the big field, stone layout and compact the tennis court with a 3”
layer of hard pack.
Wright presented a quote for work to be done on the well. The Select Board signed the
contract with Digger Day’s to put in a well and put in the pipes and electrical lines into the
basement of the building.
NEW BUSINESS:
Pavlicek stated that Paul Groulx met with the American Red Cross and would like the town of Newbury to enter an agreement with them. Groulx said that if there was a disaster in town, the townspeople would use the town office as a shelter. The board authorized the agreement.
Pavlicek distributed a letter from Travis Dezotell (Recreation Director). He has a few ideas for fundraising to come up with monies to get equipment for Fishersfield. The Board would like Dezotell to present his ideas at a future Selectmen’s meeting.
Pavlicek reported that he received a letter from Stantec informing the town that there are seven properties that have leaking systems. Letter will be sent to those property owners.
The Select Board chose the date for the next green-up day. It will be September 9th at 9:00 a.m.
NON-PUBLIC SESSION:
The Board voted to go into non-public session under RSA 91-A:3, II, a-e at 8:50 p.m. to discuss several personnel issues. Agreement was reached. The Board also discussed a letter written in regards to welfare assistance. The matter will be given to Gail Bostic of Family Services. The Board came out of non-public session at 9:20 p.m. The minutes of this meeting will be sealed for one year.
