NEWBURY BOARD OF SELECTMEN
MINUTES OF APRIL 21, 2008 MEETING

The meeting convened at 6:30 p.m.
PUBLIC INPUT:
There was no public input.
APPOINTMENTS:
Richard Perkins, Russell Perkins and Janice Pauling attended the Selectmen’s meeting to officially dedicate the framed restored map of Newbury (formerly Fishersfield). Powell thanked them for their generous donation to the town. Richard Perkins gave a summary of where the map came from. It originally belonged to his great, great grandfather and has remained in the family ever since. The map has been professionally framed with ultraviolet glass and will be predominately displayed at the Town Offices. The Perkins also gave a Kodak Carousel with historical slides in it to be used by the Historical Society.
NEW BUSINESS:
Pavlicek read a letter from the Department of Transportation that stated there are currently no additional red listed bridges in Newbury.
Pavlicek read a letter regarding a notice of decision. The lot line of adjustment letter should say Newbury Selectmen rather than Newbury Cemetery Trustees.
Pavlicek presented a quote from Hayes & Hayes for an ADA ramp and railing.
Pavlicek distributed an invitation to the Board of Selectmen from the Kearsarge Middle School for the official dedication ceremony.
Pavlicek distributed the quotes received from Larry Hause and Brian’s Carpet for the tiling of the bathrooms at Fishersfield. He is still waiting for one more quote from New London Floor Crafters in New London. Pavlicek will ask each company for samples.
Pavlicek read a letter from the Friends of the Newbury Public Library requesting the use of the parking lot and possibly the large conference room (in case of inclement weather) for their annual Memorial Day Book Fair held on May 24th. The Board agreed to let this group use the facilities for this function.
Pavlicek read a letter addressed to Robert Stewart regarding the response to a March 24th application for 55.5 acres to be placed in a conservation easement to be administered by the Mountain View Animal Shelter. The Department of Environmental Services denied the request to allow the shelter to maintain this property. Another group will be to be approached to handle this land.
Pavlicek stated that he spoke with Clayton Pratt regarding putting all the town information in one place. The cost will be $2,670. More flagging will need to be done and some more work in the wetlands area.
Pavlicek announced that the Fire Department needs to purchase a boat motor for the fire boat. Water was found in the motor when the boat was taken out and damage was done to the motor.
Pavlicek announced the quotes given to put in a septic system for Fishersfield. The winner was Brad Laclair with a bid of $15,113.00
Pavlicek reminded the Board that Saturday, April 26 was green up day in Newbury.
Pavlicek reported that the picnic tables and waste baskets are out of storage of the Old Highway Garage. The Old Highway microwave and refrigerator will be going to the dump.
The Board discussed Old Home Day. Pavlicek stated that the first meeting of the season had taken place. It was decided that the craft fair will begin at 9:00 a.m. and the rest of the activities will begin at noon. The dinner will feature a pig roast which will cost $5/ticket before the day of the event and $6/ticket the day of the event. It was decided to drop the bingo, square dancing and board games this year.
Pavlicek reminded the Board that there would be a Joint Board Meeting with the Selectmen, Zoning and Planning Boards on Wednesday, April 23, 2008.
OLD BUSINESS:
Wright gave an update on Fishersfield. He reported that the storage building will be facing east to west so that sunlight will get in to melt the snow that will fall from the metal roof.
REGULAR BUSINESS:
PAYROLL & ACCOUNTS PAYABLE: Week ending April 19, 2008 were approved and signed.
MINUTES: Minutes of April 7, 2008 were approved to file.
INTENT TO CUT: None
ABATEMENTS/REFUNDS/EXEMPTIONS: An abatement for $97.04 was signed. One
refund for an amount of $96 due to a tax interest penalty was denied. A refund in the amount
of $669 for interest reimbursement was denied.
SIGN PERMIT: One sign permit was approved for The Fells on Route 103A. One sign
permit was approved for Elliot Hansen on Route 103.
TIMBER TAX LEVY: One timber tax levy for Robert Lumibao (Map/lot #015-112-471)
in the amount of $131.20 was signed.
NON-PUBLIC SESSION:
The Board voted to go into non-public session under RSA 91-A:3, II, a-e at 8:05 p.m. to discuss some personnel issues. Agreement was reached. It was voted unanimously to seal the non-public minutes of this meeting for two years. The Board came out of non-public session at 8:20 p.m.
