NEWBURY BOARD OF SELECTMEN
MINUTES OF APRIL 7, 2008 MEETING

Selectmen:  Jim Powell, Richard Wright, Gary Budd
Town Personnel:  Dennis Pavlicek, Town Administrator; Donna Long, Admin.; Hank Thomas, Fire Chief; Bob Lee, Police Chief
Public:  Pat Sherman

The meeting convened at 6:30 p.m.   

PUBLIC INPUT:  
        There was no public input.

APPOINTMENTS:
        Pat Sherman attended the meeting to discuss some of her views on the upcoming Town Center Project.  Sherman said that the town should consider having all town properties surveyed and to get all information onto one map.  She said that the big issue will be the drainage.  Sherman said a schematic for the police station should be designed.  Sherman stated that she would like to help with the RFP and help with the selection of deciding on the chosen architect.   Powell suggested a committee should be formed to work on this upcoming project.  Pavlicek will put together a committee to begin the process.
        
REGULAR BUSINESS:
    PAYROLL & ACCOUNTS PAYABLE: Week ending April 5, 2008 were approved.
    MINUTES:  Minutes of March 24, 2008 were approved to file.
    INTENT TO CUT:  None
    ABATEMENTS/REFUNDS/EXEMPTIONS:  An abatement for $97.04 was signed.  One
     refund for an amount of $96 due to a tax interest penalty was denied.
    VENDOR PERMIT:  A vendor permit for a sausage and Italian ice cart was approved.
    EXCAVATION WARRANT:  One excavation warrant was signed.
    SIGN PERMIT:  One sign permit was approved for 1423 Route 103 in Newbury.
    CURRENT USE:  Four applications for current use were approved for Map/Lot 049-320-
    416, Loch Lyndon Development, Map/Lots 049-200-449,049-273-009, and  049-061-117 for
     Kenneth Brown.
    
   NEW BUSINESS:
        Pavlicek read a letter from the Velie Memorial Group requesting permission to conduct a 50/50 raffle to be put toward landscaping by the new playground.    The raffle will be judged by
Peter Metsch and the contest is guessing the date of when the Newbury Plaza Parking Lot area will be completely snow free.  The Board unanimously agreed to let this non-profit group hold the raffle.
        Pavlicek announced that the Board is invited to a couple of lectures sponsored by the Attorney Generals Office.  There will be lectures on Cemetery Trust, Library Trust and the Trustee of Trust Funds.  These classes will be held on May 28 in Shelburne and June 5 in Concord.
        Pavlicek announced that the Planning Board will be holding a conditional use permit for Courtney Galuzzo on April 15th.
        Pavlicek read a bid from Mike Collins for the demolition of the Bald Sunapee building.  Pavlicek will add his information to the upcoming bid list.
        Pavlicek stated that he was in receipt of the confirmation for the Hazardous Waste Day that will be held on August 8th 2008.
        The Board reviewed a quote from LaValley Building Supplies for a 30 x 40 storage building for Fishersfield which was in the amount of $35,540.  The Board reviewed the plans and agreed to have a metal roof put on and to upgrade the siding.  It was also decided to raise the windows and add a double door in the top of the building.
        Pavlicek read a letter from the Friends of Newbury Public Library.  The letter stated that this group will no longer sponsor the 4th of July parade or the annual tree lighting ceremony.  Pavlicek will contact a few organizations in the town to see if they would be interested in taking over these two events.
        Pavlicek read a letter from the NH Department of Environmental Services that informed the town that the state will be dredging and filling at the State Beach.
        Pavlicek read a letter from Betsy Soper stating that she would be interested in being a member of the Veterans Memorial Committee.  The Board voted to appoint her to the committee.
        Pavlicek read a letter from a resident requesting reimbursement for a damaged mailbox that occurred during plowing by the highway department.  The amount requested was $23.72.  The Board approved this reimbursement.
        Donna Long addressed the Board in regard to an information packet that could be distributed to potential newcomers to Newbury.  The packets will include information for town services as well as information pertaining to goings on in the area.  Long will continue working on these packets.
        Chief Lee discussed the importance of being involved in the Norris Cotton Cancer Society Bike Tour on Friday, July, 11, 2008.  The Selectmen voted 2-1 in favor of allowing the bike tour to go through Newbury.  
        Pavlicek gave a report on the furnace inventory in the town.  There are currently five furnaces that are not currently being used in the town.  It was decided to put everything up for bid except the waste oil and wood burning burners.  These furnaces will be advertised for bid in the Kearsarge Shopper this summer.
        
OLD BUSINESS:  

The Board voted on Conservation Commission appointments.  It was decided that Bill Annable will be put into a one year full time position on the commission.  Charles Crickman will be appointed to a three year full time position.  Frank Perotta will be an alternate on the commission.
        The Board reviewed the Bridge Engineering Contract from DuBois & King.  They agreed to the changes and found one more change they would like to make in the contract.  Once these have been changed and retyped, the Board will sign the document.
        
NON-PUBLIC SESSION:
       The Board voted to go into non-public session under RSA 91-A:3, II, a-e at 7:23 p.m. to discuss a real estate issue.   Agreement was reached.  It was voted unanimously to seal the non-public minutes of this meeting for three months.  The Board came out of non-public session at 7:30 p.m.
