Board of Selectmen Meeting 07/14/08
NEWBURY BOARD OF SELECTMEN
MINUTES OF JULY 14, 2008 MEETING

Selectmen:  James Powell, Richard Wright, Gary Budd
Town Personnel:  Dennis Pavlicek, Town Administrator; Donna Long, Admin

Public:  Maureen Clement, Peter Blakeman, Bill Moult, Dan Wolf, Jerry Frew and Linda Powell.

The meeting convened at 6:30 p.m.   

PUBLIC INPUT:  Maureen Clement approached the Board and asked permission to install a driveway on an old paper road in Park Ten.  Powell suggested that Clement meet with the assessor to discuss the details of the plan and the town will speak with town counsel about using a right of way for personal use.
        
APPOINTMENTS:
        Peter Blakeman and Bill Moult presented the Board with a proposal to re-construct the west end of Edgemont Road.  They showed maps of the road and asked what permits would be needed to get the process going.  Powell suggested that the building inspector should be involved in the process due to the shore land protection act.  Wright said that he thinks the planning board should be included in the loop.  The Select Board felt that this project would be a huge improvement to the road and encouraged Mr. Moult to continue with the process.
        Kearsarge Regional School District’s new Superintendent, Jerry Frew, met with the Select Board to discuss any concerns they had with the schools.  Wright mentioned that he was very concerned with the transportation costs and wants to know what is planned to keep costs down in this area.  He said that something needs to be done to keep costs down because the school budget just keeps doubling.  Frew says that he is aware of the school burden on the local taxpayers.  He said that he is hoping to keep the school budget more efficient, without taking anything away.  Wolf mentioned that when someone complains to the Board of Selectmen, to forward the complaint to the School Board so they realize there is an issue.  Powell asked about putting a checkbook ledger on line so that all taxpayers can see where the money is spent.  Wolf said that he will look into such a program.  


NEW BUSINESS:
        Wright said there is a problem with people dumping their compost leaves without taking them out of the plastic trash bags.  He said they need to be emptied out of the bags.  Budd asked if there was any signage indicating this.  Wright said no
        Pavlicek read a thank you letter from Adventures in Learning for the use of the town office facilities.
        Pavlicek read a request from the Sunapee Lakes Grange asking permission to hold a raffle during their August 9th yard sale.  The Board unanimously approved the request.
        Pavlicek read the water sample results for Blodgetts Landing and the Harbor beaches and both readings were well under the state bacteria levels.
        Pavlicek informed the Board that Angel Hawk has until August 1, 2008 to submit a letter with a line of credit.
        Pavlicek read a letter in regard to an appeal to the assistant commissioner for the subdivision by Pickman & Sons.
        Pavlicek read a letter from the tax collector stating that an owner of a parcel of land in Newbury has not paid taxes for the past three years.  She said the parcel is eligible for tax deeding and asked if she should execute the deed.  The Board unanimously agreed to go through with the process.
        Pavlicek distributed a letter and photographs from Mary and Pamela Webb showing wash out conditions on Brown Road.  It was decided that there did not appear to be any run off from the road and that a simple cleaning out of the culverts would alleviate the problem.
        Pavlicek gave a report on Old Home Day.  He estimates that approximately 600 people were served dinner.  He said that the extra chicken was given to the fire department and the extra hot dogs were brought to Fishersfield Recreation Area to be put in freezer for future use.  He mentioned there will be a recap meeting on Thursday, July 31.  Wright mentioned that he would like to see the Forever Locked display at the celebration next year.  He said that possibly the fish and Game could come as well.  Powell mentioned contacting the Squam Lake Science Center to come down with some of their exhibits.
        It was decided that ads would be put in the newspaper in August for bids for the removal of buildings at Bald Sunapee and the Camacho property.   It must be stressed that all materials must be removed from the site.
        Dates were selected for upcoming meetings.  The Summer Informational Meeting will take place on Saturday, August 2, 2008 at 8:00 a.m.  This will be followed by the next Green Up collection directly after the meeting.  
                
REGULAR BUSINESS:
PAYROLL & ACCOUNTS PAYABLE: Week ending July 12, 2008 were approved and    signed.
    MINUTES:  Minutes of June 16, 2008 were approved to file.
    
INTENT TO CUT:  Three Buffer Zone Cut Applications were approved:  Joyce Barron,
     Map/Lot # 007-220-332, Arnie Wood, Map/Lot # 017-585-371, and Ralph Verni, Map/Lot
    #015-313-122.  One Buffer Zone Cut Application, Dar Aley, Map/Lot #019-163-462, was put
   on hold until further information could be obtained.
    ABATEMENTS/REFUNDS/EXEMPTIONS:  One veteran’s credit was approved.
    SIGN PERMIT:  Three temporary sign permits submitted by the Best Western, Digby’s
     Restaurant, and the Rosewood Country Store were approved for 180 days.  Four under the
     establishment of Mountain Edge Resorts were put on hold until further information could be
    obtained.

OLD BUSINESS:
    Wright reported that a lot of cleaning up needs to be done at Fishersfield.  Wright also
reminded the other members of the Board that he would like to plan a meeting in
the future to deal with upcoming crises with the increase in fuel costs.  It was decided to hold
this meeting on July 23rd at 10:15 a.m.

NON-PUBLIC SESSION:
 The Board voted to go into non-public session under RSA 91-A:3, II, a-e at 8:22 p.m. to discuss a personnel issue.   Agreement was reached.  The Board came out of non-public session at 8:40 p.m.
