MINUTES OF AUGUST 25, 2008 MEETING

The meeting convened at 6:30 p.m.
NON-PUBLIC SESSION:
The Board voted to go into non-public session with town counsel at 6:30 p.m. to discuss a personnel issue. Agreement was reached. The Board came out of non-public session at 7:14 p.m.
PUBLIC INPUT: None
APPOINTMENTS:
Darr Aley approached the Board requesting special permission to cut more than the allowed two trees per year in the Buffer Zone on his property. Aley showed diagrams of his property and which trees were to be taken down. Aley explained that he owns 4.5 acres of land and that there are several trees left in the buffer zone area. Wright said that he needs to check into the State’s rules and regulations for cutting in the Buffer Zone. The Board unanimously agreed that if the cutting is allowed by state regulations, that the town would approve his application.
Cal Prussman gave the traffic counts taken at two locations. Newell Road had 492 vehicles on Saturday, August 23rd and Baker Hill had 757 vehicles. Prussman thought the Baker Hill numbers were a little large due to the fact that there was a yard sale on that road. It was Prussman’s recommendation to pave Baker Hill first due to the fact that it is in worse shape and more traveled. He suggested sticking to the 10 year plan. Powell asked Prussman put together a new five year plan and make a budget staying within last year’s budget.
Prussman reported that there is a class VI section of Province Road that has collapsed culverts. He suggested the town pay to have these two culverts replaced. Powell said that since the replacement is to prevent further damage down the road that the culverts should be replaced.

NEW BUSINESS:
Bids were examined for the concrete pads at the Transfer Station. Wright asked Prussman if the Highway Department could do the prep work for this project. Prussman agreed. After reviewing all bids, it was decided that the project would be given to Alexander Concrete & L.E. Weed & Son, LLC. The work will take place in September. Wright and Prussman will meet at the Transfer Station to discuss the needed prep work.
The sewer tax warrant was signed.
The Board reviewed the MS-4 and Pavlicek signed. The MS-1 was also reviewed and signed by the Board.
Long stated that the committee that is placing historical signs on all buildings in Newbury constructed prior to 1900 requested permission to place signs on the town owned buildings that fall within this category. There is no fee for the signage. The Board agreed to let the committee put up signs on the town owned buildings.
Bids were reviewed for the demolition of the Bald Sunapee and Camacho properties. The company chosen was BHL Excavation, LLC from Newbury. Work will begin after Labor Day.
It was decided that more signage for the Transfer Station is needed for recycling. Fliers and signs will be created and put up after the concrete pads have been installed.
Bids were examined for the tree cutting to take place in South Newbury. The work was given to Paul Francoeur in the amount of $960.
The Board appointed Jennifer Sweet as a Recreation Committee member.
The Board unanimously agreed to not support Resolution #11 of the NH General Court which requests an annual free tire collection that is not state funded.
Pavlicek presented a storm water management erosion control plan form that was created by Paul LaCasse. The Board approved the form.
Two more clean up days were selected for the upcoming months. September 21 at 9:00 a.m. and October 18 at 9:00 a.m.
REGULAR BUSINESS:
PAYROLL & ACCOUNTS PAYABLE: Week ending August 23, 2008 were approved and signed.
MINUTES: Minutes of August 11, 2008 were approved to file.
ABATEMENTS/REFUNDS/EXEMPTIONS: An abatement application for Harvey and
Nancy Cohen, Map/Lot #017-587-218 was approved. The change was made due to the
inferior water frontage on the property. An abatement application was signed for Mary
Wichtermann Family Trust, Map/Lot # 041-185-271 was approved.
