NEWBURY BOARD OF SELECTMEN
MINUTES OF JANUARY 12, 2009 MEETING

Selectmen:  Jim Powell, Richard Wright and Gary Budd                 .
Town Personnel:  Dennis Pavlicek, Town Administrator; Donna Long, Administrative Assistant; Bob Lee, Police Chief; Hank Thomas, Fire Chief

Public:  JD Colcord, Capt. Ray Ward, Paul Riley, Mary Bachelder, Bill Annabelle, June Fichter, Dan Wolf Tom Vannatta, Joy Nowell and Steve Russell

The meeting convened at 6:30 p.m.   

PUBLIC INPUT:  June Fichter approached the board for a second time asking what will be done regarding the Wild Goose project.  Powell said that the Board of Selectmen has concerns over the safety issues of the project.  He said that the Board will write and send out a letter.

APPOINTMENTS:  JD Colcord, Merrimack County Commissioner,  discussed the opportunities available through the minimum security inmate program of the Merrimack County Correctional Facility.  The program tries to find projects within towns for the inmates to complete in two month program.  This is entirely donated time to the projects and comes out to about six hours per day.  The program maintains all the liabilities for the inmates.  They have worked on several projects such as construction, putting in parks, clearing fields and helping with events.  There is a limit of eight passengers in the van they use to transport the inmates.  They said that if the town is interested to make a list of projects and get back to them.

2009 PROPOSED BUDGET REVIEWS:

Pavlicek reviewed the budgets for the following departments:
Cemetery:  $25,610 – Down $170
Police:  $450,288 – Up $11,440
Blodgett Sewer:  $137,440 – Down - $4,385
General Government Buildings:  $53,271 – Up - $1,290

NEW BUSINESS:
        Pavlicek discussed his thoughts for COLA and merit increases for 2009.
        Long show the selectmen the annual report cover design for 2009.
        Pavlicek presented the Board with the three quotes received for the library roof repair over one of the entrances.  The bid will go to Sweet Shelters.
        Pavlicek reviewed a request from the Red Cross for $913.45.  It was determined that the request came in to late for the 2009 budget.
                        
REGULAR BUSINESS:
PAYROLL & ACCOUNTS PAYABLE: Week ending January 10,2009 were approved and signed.
    MINUTES:  Minutes of December 29, 2008 were approved to file.
    ABATEMENTS/REFUNDS/EXEMPTIONS:  One request for a refund for a current use
penalty for Christine Zotto, Map/Lot 036-523-450 was denied.
   INTENT TO CUT:  One intent to cut for Randall Messer, Map/Lot #027-465-418 was
approved.
   BUFFER ZONE CUT:  None
   SIGN PERMIT APPLICATION:  None

MEETING ADJOURNED at 9:25 p.m.

NEXT REGULAR MEETING: Monday, January 26, 2009 at 6:30 p.m. at the Town Office.
