NEWBURY BOARD OF SELECTMEN
MINUTES OF JANUARY 26, 2009 MEETING
Selectmen: Jim Powell, Richard Wright and Gary Budd .
Town Personnel: Dennis Pavlicek, Town Administrator; Donna Long, Administrative Assistant; Bob Lee, Police Chief; Cal Prussman, Highway Administrator
Public: Pat Dugdale, Linda Powell, Pat Sherman, Paul Riley, Joy Nowell and Tom Vanatta
The meeting convened at 6:30 p.m.
PUBLIC INPUT: Pat Dugdale approached the board asking for the reason why there are no police cars on Route 103 during her morning run. Wright said that there are cars out, and they don’t just sit on Route 103. They are patrolling the town. Powell said they will take her complaint seriously and will discuss with the chief. He stated that the police chief puts in a lot of time with patrols and paperwork. Dugdale wanted to know why the chief has two computer screens. Powell said that is one is a regular screen and one was for Crimestar.
Linda Powell asked if the board would like her to start advertising for volunteer committees for the town. The board asked her to proceed with the date, organization and advertising for this meeting.
PUBLIC HEARING: Powell opened a public hearing at 7:00 p.m. regarding town ordinances. Chief Lee discussed the changes he has made with the numbering and some of the wording of the town ordinances. Wright asked what the purpose of the numbering is, and Lee responded that it is easier when charges are brought to court. Powell closed the hearing at 7:15 p.m.
APPOINTMENTS: Prussman discussed the two trucks that he has received specifications on for the purchase of a new truck for the high department.
BUDGET COMMITTEE FOR 2009 BUDGET: The budget committee reviewed the proposed warrant articles and approval for all was granted.
NON-PUBLIC SESSION:
The Board voted to go into non-public session under RSA 91-A:3, II, a-e at 8:15 p.m. to discuss a personnel issue. Agreement was reached. The Board came out of non-public session at 8:50 a.m. These minutes will be sealed for three years.
NEW BUSINESS:
Pavlicek read a request for the snowmobile club to go beyond the Bartlett Road turn around. The board approved and Wright mentioned that Pavlicek should inform the highway administrator to make sure he is aware of this.
Pavlicek read a request from Girl Scout troop #178 to sell cookies at the voting session of the annual town meeting to take place at the town office on Tuesday, March 10, 2009. The board approved this request.
Discussion took place regarding the sale of the Old Highway Garage. It was decided that this issue will be revisited in 6 months.
The Board discussed the report distributed by the South Newbury Building Committee. It was decided that some of the maintenance of these properties could be done by the inmate program discussed at the last meeting.
Pavlicek mentioned that there is a need for a renewed lease for a copier at the town office. He is looking into a smaller copier that offers the more features at about $6.50 more per month.
There was discussion on the three quotes received to install a shower in one of the bathrooms in the town office in case of future emergencies such as the power outage in December. It was decided to hold off any installation at this time.
