NEWBURY BOARD OF SELECTMEN
MINUTES OF APRIL 20, 2009 MEETING
Selectmen: James Powell, Richard Wright and Gary Budd.
Town Personnel: Dennis Pavlicek, Town Administrator; Donna Long, Administrative Assistant; Henry Thomas, Fire Chief
Public: Representatives from Dubois and King.
The meeting convened at 6:30 p.m.
APPOINTMENT:
Representatives from Dubois and King answered questions that the Board of Selectmen had regarding the Sutton Road Bridge. Powell asked why the new bridge can’t extend 10’ to the east, rather than 5’ to the east and 5’ to the west. Dubois and King representatives said that it is important that the bankline stays even before and after the bridge. They also said that they were uncomfortable taking out the current river bed structure. The selectmen asked if the bridge could be moved, and they were told that if some other changes could be made to the river banks, that the change should be fine. Dubois and King will make another footprint and will bring the plan back to the Department of Environmental Services.
There will be an additional cost for the redesign and re-permit of the project. Powell said to go ahead with the changes so we can be certain that it won’t jeopardize the house of one of the bridge’s abutters. Budd asked how long it would take for the permit to be approved. Dubois and King thought it would take 90-120 days to get the new permit.
NEW BUSINESS:
Henry Thomas gave the Select Board the results from the fire department elections.
The Board of Selectmen signed a temporary permit to temporarily use a trailer to reside in until the completion of her new home is done.
Pavlicek distributed the MS-22 copy of the school district budget.
The Friends of the Newbury Library would like to use the large conference room on Saturday May 23 from 9:00 a.m. to 1:00 p.m. for the book sale in case of rain. The Selectmen approved this request.
Pavlicek read a letter from the Center Meeting House asking permission to hold a raffle for a painting of the Center Meeting House. All proceeds to benefit the Center Meeting House. The Board approved this request.
Pavlicek asked the board for a nomination for a public member for the tri-town Assessing Board. The Board unanimously voted to nominate Gary Daniels for this position.

Pavlicek informed the Board that two Hazard Mitigation Grants have been granted to the town of Newbury for Sunapee Hills and Cheney Road. The Board authorized Pavlicek to sign for these grants.
REGULAR BUSINESS:
PAYROLL & ACCOUNTS PAYABLE: Week ending April 18, 2009 were approved and signed.
MINUTES: Minutes of April 6, 2009 were approved to file. Non-public minutes of April
7, 2009 were approved to file.
ABATEMENTS/REFUNDS/EXEMPTIONS: None
CURRENT USE: A current use application for Kevin Daniels, Map/Lots # 049-378-224
and #049-424-187 was approved. A current use application for Edward Bryant, Map/Lot #042-
287-426 was approved. A current use application for Perry Rucker, Map/Lots # 030-663-348
and # 030-666-100 was approved. A current use application was approved for Lynne Bell,
Map/Lots #006-356-102, 006-147-126 and 006-215-100 was approved. A current use
application for Michael Webster, Map/Lots #040-318-385, 041-185-271, and 041-004-309 was
approved.
REPORT OF CUT: A report of cut was signed for Louis Marzelli, Map/Lot #044-337-290.
INTENT TO CUT: An intent to cut for Gloria Marzelli, Map/Lot #044-357-275 was
approved. An intent to cut for Louis Marzelli, Map/Lot #044-337-290 was approved.
NON-PUBLIC SESSION:
The Board voted to go into non-public session under RSA 91-A:3, II, a-e at 8:15 p.m. to discuss a personnel issue. Agreement was reached. The Board came out of non-public session at 8:45 p.m. These minutes will be sealed for three years.
