NEWBURY BOARD OF SELECTMEN
MINUTES OF MAY 4, 2009 MEETING

Selectmen:  James Powell and Richard Wright.
Town Personnel:  Dennis Pavlicek, Town Administrator; Donna Long, Administrative Assistant;

Public:  Wayne Whitford, Hal Krueger and Bob Morris

The meeting convened at 6:30 p.m.   

APPOINTMENT:  
        Wayne Whitford updated the Board on the current status of the swine flu in the state.  Currently, there is one confirmed case in NH and 3 more probable cases.  Whitford said that the state did not contact the town to let them know that there was a student from Newbury that was a suspected case.  Powell told Whitford to monitor the communications from the state and to let the Board know if they are not communicating as much as they should.  He also told Whitford to keep Pavlicek updated with any new cases that may surface in town.

        Bob Morris and Hal Krueger approached the Board regarding the decisions made at the Veterans Memorial Committee Meeting.  Krueger said that after the town meeting in March, the committee looked at the historical information regarding the veteran’s hall.  The ideas that had been discussed by the committee were:  
  • The site currently occupied by the Veterans Hall to be the memorial (by the pond)
  • To raze or remove the building from the spot
  • request a warrant article for next year’s town meeting to do the above.
        Powell said that he remembered at the town meeting that most residents wanted to save the veterans hall.  He said that perhaps there should be a specific public hearing just for this subject.  Powell asked their thoughts about using the existing building and putting money into this?  Krueger said the committee discussed this and they really wanted an outside memorial.  Wright said that it could be 3 – 5 years before something will be done with the Newbury center project.  He suggested using the current Veterans Hall and fixing it up so that it could be another meeting place in Newbury.  There could be a display or museum of veterans’ memorabilia.  He said that if the fire department eventually moves to Bald Sunapee that an outside memorial could be placed outside in that location.  Morris asked if the Veterans Committee could be included in the future town center planning.  Powell said that they would be included in all future planning sessions.

NEW BUSINESS:
        Pavlicek read a letter from Sue Russell requesting permission to put up a 32” wide by 6’ long banner advertising the Farmer’s Market.  The Board approved this request.  Powell added to be sure that the dates and times are listed on the banner.
        Pavlicek brought up the topic of using credit cards and debit cards at the town clerk’s office.  Powell said that he would like to see how the fees would work.  He does not want any extra costs to the town.
        Pavlicek read a letter from a resident that is asking for an extension for a property that has had no back taxes paid for the past three years.  He said that he would be able to pay in full in the early fall.  The Board said to go ahead with the regular process and that nothing would be completed by the fall.  If he meets his suggested deadline, then the town would stop the process.  
        Pavlicek reported that the town received two more hazard mitigation grants.  One for Cheney Road and one for Winding Brook Road.
        Pavlicek read a letter from the Newbury Beautification Committee requesting the use of the large conference room for their annual wreath sale.  The sale is scheduled for Saturday, November 28 from 9:00 a.m. – 1:00 p.m.  The Committee would also like to use the room the day prior to the sale.  The Board approved this request.
        The board discussed the upcoming hearing on the Wild Goose Boat Launch.  The Board would like to discuss the safety issues involved in this project at the hearing.  
        

REGULAR BUSINESS:
PAYROLL & ACCOUNTS PAYABLE: Week ending May 2, 2009 were approved and signed.
    MINUTES:  Minutes of  April 20, 2009 were approved to file.  
     ABATEMENTS/REFUNDS/EXEMPTIONS:  None
    CURRENT USE:  A current use application for William and Joan Schroeder, Map/Lots #
049-674-273, 043-151-284 and 049-703-394 were approved  An application for a farm structure
and land under farm structures assessment application for William and Joan Schroeder for
Map/Lot # 049-740-521 was approved.
     REPORT OF CUT:  A report of cut was signed for Susan Powers, Map/Lot #045-219-192.
     A report of cut was also signed for Donald Clifford, Map/Lot #024-647-336.
    INTENT TO CUT:  An intent to cut for Donald Clifford, Map/Lot #024-647-336 was
approved.  

MEETING ADJOURNED at 8:05 p.m.
