NEWBURY BOARD OF SELECTMEN
MINUTES OF MAY 18, 2009 MEETING

Selectmen:  James Powell, Richard Wright and Gary Budd.
Town Personnel:  Dennis Pavlicek, Town Administrator; Donna Long, Administrative Assistant; Bob Lee, Police Chief

Public:  None

The meeting convened at 6:30 p.m.   

NEW BUSINESS:
        The Board of Selectmen signed appointment letters for the newly formed Recycling Committee.
        Pavlicek distributed a copy of the operating plan for Mount Sunapee.
        Pavlicek read a letter from Margie Weiler to the NH DES stating that in her professional opinion, the proposed Wild Goose Boat Launch would have an unsafe entry and exit for the stopping speeds of the average speed limit on that portion of Route 103.   
        Pavlicek reported that a resident has put in a building application for a wind turbine.  Notices will go out to all the abutters and they will be given thirty days to put in writing if they have any concerns.
        The Board of Selectmen decided to have angle parking spaces at the town office in the soon to be reconstructed lot.
        Pavlicek read a letter requesting a liquor letter of approval for Baker Hill Golf Club for four separate dates.  This approval would be for a 40’x 80’ tent on the premises.   A letter of approval from the Board of Selectmen will be sent to Baker Hill Golf Club.
        Pavlicek distributed a copy of the proclamation from Governor Lynch congratulating Newbury for receiving the Tree City USA national recognition for the fourth year.
        Pavlicek read a letter from the Center Meeting House Committee requesting permission to hang a banner across Route 103, promoting their Old Historic Home Tour on August 15.  The Board unanimously agreed to grant permission for the banner.
        Pavlicek read a letter from the Friends of the Newbury Library requesting permission to hold a silent auction for donated themed baskets.  From July 6-9, people will be able to bid on these baskets and the winner will be called on July 19th.  The Board agreed to this request.
        Pavlicek asked if the sign reading ‘Province Road’ near the Cheney Road end could read ‘Old Province Road’ to match the sign on the other end.  The Selectboard agreed to the change.
        Pavlicek asked for suggestions for the KRSD Budget Committee representative from Newbury.   The Board gave Pavlicek a couple of recommendations to contact.

        Pavlicek reviewed the two bids that have been received for the painting of the veterans hall.  The bid will go to Brilliance Painting.  Brilliance Painting said that the work should take 8-10 days.
        Pavlicek reported that the Information Booth will delay opening for another 1-2 weeks due to the construction going on in the Harbor.

OLD BUSINESS:  
        The Board brought up the issue of the Transfer Station and a more workable layout.  Discussion will continue on this topic.     

NON-PUBLIC SESSION:
The Board voted to go into non-public session under RSA 91-A:3, II, a-e at 6:47 p.m. to discuss a personnel issue.   Agreement was reached.  The Board came out of non-public session at 7:20 p.m.  These minutes will be sealed for three years.
