NEWBURY BOARD OF SELECTMEN
MINUTES OF JULY 27, 2009 MEETING

Selectmen:  James Powell, Richard Wright and Gary Budd.

Town Personnel:  Dennis Pavlicek, Town Administrator; Donna Long, Administrative Assistant
Public:  Tom Vannatta and Bob Bouvier


The meeting convened at 6:30 p.m.   

APPOINTMENTS:
        Tom Vannatta approached the Board to discuss the Planning Board’s position in the current Angel Hawk hearings.  The Planning Board has had no luck working with the current owner of the Angel Hawk subdivision.  The owner has missed numerous deadlines and has not attended various hearings that he has been asked to attend.  Powell said that perhaps the Planning Board should consider rescinding the original agreement since deadlines have not been met.  
        Tom also asked if he could coordinate an event titled “Night Under the Stars” in late September at Fishersfield.  He and some others would bring in some telescopes to share with others.  The Board agreed this would be a fun activity and to plan out the event with Travis Dezotell.

PUBLIC INPUT:  
        Bob Bouvier said that he is opposed to the Energy Committee discussing Small Town Carbon Footprints.  He said that he believes the purpose of the Energy Committee should be to discuss ways for the town to save money with lighting etc., not making a carbon footprint.  Wright said that this is an advisory committee only.  They suggested Bouvier, who is already a member of the committee, should attend and give his views at the next meeting.

NEW BUSINESS:
        

        Pavlicek read a letter from the NH Fish and Game addressed to the Planning Board regarding the Wild Goose Boat Launch.  
        Pavlicek read a letter from a resident that has inherited a property on Bowles Road.  Their parents had requested to disconnect their cottage from the Blodgett Sewer System because they never used the cottage.  Now that the children are trying to sell the property, they

would like to reconnect the cottage to the Blodgett Wastewater Plant.  The Board agreed to let the cottage be placed back onto the system but there will be an additional connection fee and it must be inspected.  Pavlicek will let the owners know of the board’s decision.
        Pavlicek reported that it would cost $2,000 to move the compactor at the Transfer Station.  The Board agreed to go ahead with the work.  Pavlicek will speak with Marty Newell to go ahead with this project.
        
 REGULAR BUSINESS:
PAYROLL & ACCOUNTS PAYABLE: Week ending July 25, 2009 were approved and signed.
    MINUTES:  Minutes of July 13, 2009 were approved to file.  
     INTENT TO CUT:  The Board signed an Intent to Cut for Michael Webster, Map/Lot #
040-318-385 and 041-084-309.  An Intent to Cut for Joshua, Matthew and Amanda Klein,
Map/Lot #049-416-095 was also approved.
   PURCHASE ORDER:  A purchase order was signed in the amount of $2,868.00 for 5 street
lights to be placed in the expanded parking lot and access road behind the town offices.
   TAX DEEDING:  Six parcel have currently not paid taxes for the past three years.  Map/Lot
#043-097-069 will be deeded to the town after numerous attempts to contact the owners.  
Map/Lot # 042-687-151 – owner said payment should be in shortly.  Map/Lot #020-047-355 –
this parcel will be deeded to the town after numerous attempts to contact the owners have been
unsuccessful.  Map/Lot#044-595-056 – will try to contact owner one more time.  Map/Lot#
16A-366-471 – payment should be in shortly.  Map/Lot # 048-752-030 – owner will be given
one more week to respond.
    
MEETING ADJOURNED at 8:10 p.m.
