NEWBURY BOARD OF SELECTMEN
MINUTES OF AUGUST 24, 2009 MEETING

Selectmen:  James Powell, Richard Wright and Gary Budd.

Town Personnel:  Dennis Pavlicek, Town Administrator; Donna Long, Administrative Assistant; Hank Thomas, Fire Chief

Public:  Gene Gruning, Arthur Buritt, Jerry Frew and Dan Wolf

The meeting convened at 6:30 p.m.   

APPOINTMENTS:
        Kearsarge Regional School Superintendent Jerry Frew spoke to the Board regarding a press release that went out to all media services in the Kearsarge area.  He announced there is a new principal at the high school.  There is a new program called ‘Alert Now’ that calls all households of the Kearsarge Regional School District for information regarding school delays, cancellations, etc.  He also spoke of a new program called ‘Blizzard Bag’ that is being piloted in the Kearsarge School District.  This program will allow the school to take off up to three days and not have to make them up at the end of the school year.  These days will be made up by students looking on the school website and getting assignments from their teachers, which the students would pass in the next day.

PUBLIC INPUT:  
        Arthur Buritt of Davis Cabins would like the Selectmen to call the Governor and Executive Council directly if the wetlands permit gets approved.  Powell said they have been communicating with the governor but will continue after the appeals process.
        Gene Gruning spoke about his concern over the condition of Colburn Farm Road.  He said that there is no drainage and that water stays up to 1-2 weeks after a storm.  Powell said that the selectmen will take a look at the road and then have Cal Prussman take a look as well.

NEW BUSINESS:
        Hank Thomas put in a request for the fire department to hold an auction and a 50/50 raffle on Sunday, August 30, 2009.  The Board approved this request.  
        Pavlicek reported that the tests from the beaches all came back well within the state limits.
        Pavlicek stated that the Department of Transportation will be holding a meeting in the large conference room on Wednesday , October 28, 2009 at 1:00 p.m. to discuss the 2011-2020

transportation plan.
        Pavlicek read a letter from TDS stating there will be a rate increase for seasonal service to $7.95/ month.  
        Gail Bostic sent a letter to the Board asking for permission to put out boxes for donations for the food pantry.  She would also like to schedule a second annual wood chuck day at Fishersfield.
         Powell announced that the pay-to-throw committee has been meeting and his perception is that most of the committee members want to keep everything the same as it has been.  Wright said he would like something done to entice more people to recycle.  Budd said that he would like to have a meeting with the transfer station staff.  The transfer station roof also needs to be put out to bid.
        Pavlicek said that he will be working on staffing issues with plans on how to deal with an H1N1 outbreak.
                
 REGULAR BUSINESS:
PAYROLL & ACCOUNTS PAYABLE: Week ending August 22, 2009 were approved and signed.
    MINUTES:  Minutes of August 10, 2009 were approved to file.  
     INTENT TO CUT:  None
    SIGN PERMIT:  A request from a Newbury resident asking to lease a sign that Digger
Days currently has displayed as a billboard on Route 103.  This resident would like to promote
their new ‘green company’ in Newbury.  Digger Days has told them they would allow them to
lease the sign to advertise their business.  The Board said that this request needs to be
forwarded to the Planning Board.
    MS-1:  The Board signed the MS-1 Inventory of Valuation.
