NEWBURY BOARD OF SELECTMEN
MINUTES OF NOVEMBER 2, 2009 MEETING
Selectmen: James Powell, Richard Wright and Gary Budd.
Town Personnel: Dennis Pavlicek, Town Administrator; Donna Long, Administrative Assistant
Budget Committee Members: Joy Nowell, Ivor Freeman, and Tom Vannatta
Public: Steve Perron, Armen Tarbassian, Wayne Whitford
The meeting convened at 6:30 p.m.
PUBLIC INPUT: Steve Perron approached the Board of Selectmen regarding the intent to cut brought forth by the Society Protection of New Hampshire Forests. The Society would like to bring in logging trucks onto Old County Road to improve and widen the entrance to Rollins Road and also to put in a 15” culvert. Selectman Wright said his main concern is the replacement of the stone wall. Perron assured the Selectmen that everything would be replaced as it was originally found. The Selectmen approved this request.
Armen Tarbassian gave the selectmen a review of the discussions that have taken place for the Kearsarge Regional School District Budget Committee. He invited the selectmen to come to a Budget Committee tomorrow evening at 7:30 at the High School. The Board thanked Tarbassian for coming in.

NEW BUSINESS:
Pavlicek reported that Penny Royal has completed the setting of the boundaries for the Veterans Hall and has flagged the lines.
Pavlicek said that FEMA has revised the flood maps and we should be receiving them soon.
2010 PROPOSED BUDGET REVIEWS:
Pavlicek reviewed the budgets for the following departments:
Employee Benefits: $3,600 – Up $800 - APPROVED
Legal Expenses: $23,000 – Unchanged - APPROVED
Information Booth: $6,439 – Down $250 – UNAPPROVED

Other General Government: $13,600 – Down $400 - APPROVED
Tax Anticipation Note Interest/Debt Service:
Principal Debt Service: $165,000 – Unchanged - APPROVED
Interest Debt Service: $40,750 – Down $8,250 - APPROVED
Tax & Note Interest: $100 – Unchanged - APPROVED
Emergency Management/Health Officer: $4,263 – Down $150 - APPROVED
Historical Society: $1,000 – Unchanged - APPROVED
Conservation Commission: $1,555 – Up $60- APPROVED
Elections: $7,407 – Up $2,605 -APPROVED
REGULAR BUSINESS:
PAYROLL & ACCOUNTS PAYABLE: Week ending October 31, 2009 were approved and signed.
MINUTES: Minutes of October 19, 2009 were approved to file.

INTENT TO CUT: An Intent to Cut in the Buffer Zone for Sybil Rowe, Map/Lot # 016-
339-227 was approved. An Intent to Cut in the Buffer Zone for David Lapp, Map/Lot # 007-
166-398 was approved. An Intent to Cut in the Buffer Zone for Michael Sheft Map/Lot # 018-
