NEWBURY BOARD OF SELECTMEN
MINUTES OF NOVEMBER 16, 2009 MEETING

Selectmen:  James Powell and Richard Wright.
Town Personnel:  Dennis Pavlicek, Town Administrator; Donna Long, Administrative Assistant; Bob Lee, Police Chief

Budget Committee Members:  Joy Nowell, Ivor Freeman, and Tom Vannatta

The meeting convened at 6:30 p.m.   

PUBLIC INPUT:  None

APPOINTMENTS:  None

NEW BUSINESS:
        Pavlicek gave a review of the 2009 Wood Chuck Day held at Fishersfield.  The event was well attended and many volunteers split, cut and stacked wood for families in need of wood this season.
        There was a discussion on the Education Tax Coalition of Communities organization.  It was agreed by the Board to join this coalition.
        Pavlicek reported that the new flood plain maps have been received.
        The Board reviewed a bid for work to be done at the Transfer Station.  A couple more contractors will be contacted to submit bids.
        Pavlicek reported that Tim Mulder will be taking sludge pumped out of the Blodgett Wastewater Treatment Plant and disposing in at the plant in Franklin after receiving DES approval.
        
2010 PROPOSED BUDGET REVIEWS:
        Pavlicek reviewed the budgets for the following departments:

Police Department:  $458,112 – Up $7,824 - APPROVED
Welfare Administration:  $2,919 – Down $25 - APPROVED
Welfare Direct Assistance:  $19,950 – Unchanged- APPROVED
Code Enforcement:  $28,713 – Down - $100- APPROVED
Parks and Recreation:  $65,256 – Down $12,392 - APPROVED
Street Lighting:  $14,500 – Down $100 - APPROVED
Zoning Board:  $12,982 – Down $24 - APPROVED

Health:  $34,403 – Up  $787 - APPROVED
Executive:  $181,389 – Up $2,867 – APPROVED


REGULAR BUSINESS:
PAYROLL & ACCOUNTS PAYABLE: Week ending November 14, 2009 were approved and signed.
    MINUTES:  Minutes of November 2, 2009 were approved to file.
    ABATEMENTS/REFUNDS/EXEMPTIONS:  An abatement for Church Family
     Revocable Trust, Map/Lot #16A-135-049 in the amount of $709.00 was reviewed
    and approved.
