NEWBURY BOARD OF SELECTMEN
MINUTES OF JUNE 14, 2010 MEETING

Selectmen:  James Powell, Richard Wright and Gary Budd                 .

Town Personnel:  Dennis Pavlicek, Town Administrator; Donna Long, Administrative Assistant;

Public:  David Richardson, Jane Prophet and Ben Feeney

The meeting convened at 6:30 p.m.   

PUBLIC INPUT:  
        Ben Feeney approached the Board representing Richardson and Prophet asking permission to use part of a Class VI road to bring machinery on to do some logging on their property.  Feeney asked if he could use it again in the future.  Wright explained that they could use it again in the future if they get permission again.  
        
APPOINTMENTS:  None

NEW BUSINESS:
        Pavlicek read a letter from Digby’s informing the town that they would like to add some entertainment to the restaurant’s schedule this summer.  Tents will be placed and musicians will be brought in.  There are barricades in place and they are requesting an alcohol permit.  This will be a temporary permit.  The Board approved this request and will be regulated by the Fire Chief.
The Board signed a purchase authorization in the amount of $6,700 was signed for the Highway Department for the rental of mower for the month of August.
        The Board signed a form from the NH Department of Revenue Administration stating that they will not be using the PA-28 Form in 2011.
        Pavlicek mentioned they received the Handbook for Public Beach Managers.
        Pavlicek reported that the town will be receiving a reimbursement from the Homeland Security and Emergency Management.
        Pavlicek read a letter from NH the Beautiful stating that the town of Newbury was awarded a grant for $4,500 to be used toward a skid steer.

Pavlicek will arrange a meeting with the Veterans Committee to discuss ideas for the Veterans Memorial.
        Pavlicek said the state inspected the Transfer Station.  They reported that the fluorescent lights need to be laid flatly to prevent breakage.  Also, tires need to be covered.
When she looked at the burn pile she saw contamination (paint can) in the burn file.  She suggests that we take the bobcat and every other load put some of the ash into the trash.  Lastly, the batteries need signage.
        Pavlicek asked if the town could get a credit card to make small purchases for the town.  The Board approved this request with a limit of $2,500 on the account.
        


REGULAR BUSINESS:
PAYROLL & ACCOUNTS PAYABLE: Week ending June 12, 2010 were approved and signed.
    MINUTES:  Minutes of June 1, 2010 were approved to file.
    ABATEMENTS/REFUNDS/EXEMPTIONS:  Pavlicek read a letter from Charlotte Thompson requesting a refund for overpayment of a car registration.  The amount to be reimbursed is $221.00.  The Board approved this abatement.
    INTENT TO CUT:  An intent to cut for David Richardson and Jane Prophet, Map/Lot
#031-487-379 was approved and signed.
