NEWBURY BOARD OF SELECTMEN
MINUTES OF JANUARY 25, 2010 MEETING

The meeting convened at 6:30 p.m.
PUBLIC INPUT: None
APPOINTMENTS: Steve Heavener of Capital Regional Development Council (CRDC) made a presentation to the Board of Selectmen. He explained that CRDC gives loans to companies and municipalities for building. Their mission is job creation and renovations. Wright suggested he send the board a brief summary of what the company offers to small companies and it could be included in the town’s newsletter.
Paul Hague, Bob Morris and Bruce Barton gave an update on the work of the Veterans Committee. Hague said that the committee has no interest in placing a veteran’s memorial at the current site held by the Veterans Hall. He said that the memorial could only be placed down by the fire pond and no one would see it. Wright stated that the Board of Selectmen was including a warrant article at town meeting that would request money to renovate the interior of the Veterans Hall. Hague said that the majority of the committee would like to move the building to the Bald Sunapee property in the future and include a memorial in this location. Wright said that the renovation of the Veterans Hall would give another option for meeting spaces in
Newbury. Hague said that it is the committee’s hope that if the Veterans Hall is to be renovated that it is to clearly be in memory of veterans. Hague said that he has a landscape architect that has offered to draw a rendition of what a proposed memorial would look like. The Board said that if the work is to be done pro bono to go ahead and get the renditions done. Wright thanked the committee for coming in.
Bob Durfee of Dubois and King, Inc. discussed the current status for the proposed bridge renovations on Village and Sutton Roads. He explained that there are still some concerns from the abutters to Sutton Road Bridge. Another meeting with the abutters will take place in mid-February. Durfee will arrange the meetings.

PUBLIC HEARING: Wright opened the hearing regarding the new FEMA flood plain maps at 7:03 p.m. Jack Fisher looked at the proposed maps. Wright explained that the only changes that have taken place are that the levels of the flooding have increased around the lake. There were no concerns brought up at the meeting. The Board of Selectmen (governing body of Newbury) adopted these new FEMA flood maps and adopted a resolution.
NEW BUSINESS:
An appointment letter for Marcia Surette for the position of Inspector of the Election was signed and approved.
Pavlicek read a request from Cub Scout Pack #69 asking for permission to hold their annual pine wood derby at the town office on Sunday, March 21, 2010. The Board approved this request.
Pavlicek read a request from the local girl scouts asking for permission to sell Girl Scout cookies at the transfer station and at the elections in March. The Board approved this request.
Pavlicek read a request from members of the Farmer’s Market requesting permission to hold a mid-winter blues craft show on Friday, February 12th 5:00 p.m. to 8:00 p.m. and Saturday, February 13th 10:00 a.m. – 3:00 p.m. The Board approved their request.
Pavlicek read a letter from Ted Jones reporting the outcome of the recycling committee meetings held in the past year. These will be available at the town meeting.
Pavlicek read a letter from the Lake Sunapee Snowmobile Club informing the Board of the annual Ride and Radar Run held at the state beach on Saturday, February 13th 10:00 a.m. to 9:00 p.m. The night will conclude with a fireworks display. Copies of this memo will be sent to the Police Department and Fire Department.
Pavlicek read a letter from Roger Rodewald (agent for Brad LaClair) looking for an easement for minimum drainage to be located at the town property. The Board asked Pavlicek to have Rodewald come
into the next Selectmen’s meeting.
OLD BUSINESS:
There was discussion on the proposed renovations at the Veterans Hall. Hank Thomas was present to discuss some quotations he received for some of the projects and compared them to prices Wright had received.
REGULAR BUSINESS:
PAYROLL & ACCOUNTS PAYABLE: Week ending January 23, 2010 were approved and signed.
MINUTES: Minutes of January 11, 20010 were approved to file.

VETERANS CREDIT APPLICATIONS: An application for Alan Lane, Map/Lot #007-
200-381 was reviewed and approved. An application for Daniel Kassman, Map/Lot #16A-356-
035 was reviewed and approved. Robert Wilkonski, Map/Lot #035-459-586 was reviewed and
approved.
