Newbury Conservation Commission (NCC) – Virtual Meeting

November 30, 2020

 

Members Present: Katheryn Holmes, Chair; Eric Unger, Vice-chair; Steve and Sue Russell, Bob Stewart, Members; Russell Smith, ex-officio.

 

Easement Volunteer Consultant: Paul Doscher (Trout Unlimited)

 

Ms. Holmes called the meeting to order at 7:02 p.m.

 

WORK SESSION:

 

This meeting was the second work session with Paul Doscher. Mr. Doscher offered his help with writing up the Conservation Easement Deed for the Headwaters of the Warner River project.

 

Ms. Holmes opened up the meeting by informing everyone that John McGee has agreed to join the Newbury Conservation Commission. Ms. Holmes then turned the meeting over to Mr. Doscher.

 

Ms. Russell explained that she would like the 2016 Best Management Practices for Forestry placed in the document. Mr. Doscher stated he will include this in the document.

 

Mr. Unger pointed out a spelling error on one of the pages. Mr. Dosher will address that correction.

 

Mr. Stewart made a suggestion to add a “loss of wildlife habitat” in the document but Mr. Doscher said he feels that the natural habitat is always changing and suggested not changing the wording in the document.

 

Ms. Russell asked if they could add the word “campfires” to the document and said they should not be permitted on the property. This will be added.

 

Mr. Doscher explained that the Ausbon Sargent Preservation Land Trust will have 60 days from notification to respond or get clarification on anything in the document that is submitted to them. He also said that if the NCC denies any of the changes, they need to be prepared to give a reason.

 

Mr. Doscher also explained that if Ausbon Sargent receives a violation, it is the responsibility of Ausbon, not the NCC to make retributions.

 

Mr. Doscher will make all the necessary proposed changes and will send the complete easement to the Board of Selectmen.

 

Ms. Holmes asked if it could be done by the next meeting so then it could be sent to Ausbon.

 

Once the NCC receives the document back from Ausbon Sargent, the commissioners will take one more look and then it will be sent to the town’s attorney.

 

The meeting adjourned at 8:30 p.m.
