Newbury Conservation Commission (NCC) – Virtual Meeting

December 8, 2020

 

Members Present: Katheryn Holmes, Chair; Eric Unger, Vice-chair; John Magee, Steve and Sue Russell, Bob Stewart, Members; Russell Smith, ex-officio.

Ms. Holmes called the meeting to order at 7:06 p.m.

 

ADMINISTRATIVE:

 

New Member

Ms. Holmes welcomed new member John Magee. He has been approved by the Board of Selectmen and has been sworn in by the town clerk.

 

Easement Deed

Mr. Doscher shared his screen showing the conservation easement deed. He showed the edits that were made by the group. He also went over some last-minute changes to the deed.

 

Ms. Russell thanked Mr. Unger for taking herself and Steve on a walk of the property.

 

Mr. Stewart is wondering if they should consider having “no trails on the side of the property by the brook”. Mr. Doscher and Ms. Holmes reminded Mr. Stewart that the NCC has the authority to approve or not approve anything on the property.

 

Mr. Magee agrees with Mr. Stewart and Mr. Unger that there should be no trails on the east side of the property.

 

Ms. Russell also agreed saying they are trying to protect an entire habitat area.

 

Mr. Doscher said he will revise the trail language to say no trails on the east side of Mountain Road and no trails 150 ft. from the other areas near the brook.

 

Mr. Doscher will make the revisions to this section and add additional language for habitat restoration.

 

Once this is completed, Mr. Doscher will send the document back to the NCC and they will send it to Ausbon Sargent.

 

The Commissioners thanked Mr. Doscher for all of his help on this project.

            - Collins - 26 Stoodley Dr. – Board of Selectmen approved

            - Paradis - 8 Lake Ave (2nd application) – Board of Selectmen approved

            The Board of Selectmen also approved Harrison which was left off of this list.

Ms. Holmes asked everyone if they liked the fact that they can click on the application and see all of the comments by the CEO as well as Katheryn’s applications. Everyone said it is working well for them.

 

DES:

NHDES New Website to be launched on December 8

            - Notice of Incomplete Wetlands Permit-by-Notification(RSA482A) - Douglas & Jane Paradis 8 Lake Ave – Not enough information on the application.

            - Wetlands Permit by Notification and Non-Site – Specific Permit 2020-02882  Neville - 9 Edgemont Rd.

            - Wetlands and Non-Site Specific 2020-01569 & Wetlands and Non-Site Specific Permit

             2020-01569 (amendedNov.17. 2020)-  Mather - 220 Bowles Rd. Added an addendum to the original plan. Ms. Holmes said this will be difficult to restore. She asked everyone to drive by this property.

 

NEW BUSINESS:

Office of Strategic Initiative-Municipal Land Use Regulation Annual Survey 2019-2020 Survey Results – updated November 2020

 

COMMUNICATIONS:

Wayne Whitford included bubbler information in the most recent town newsletter.

 

Ms. Holmes said she would like to have a NCC newsletter come out at the beginning of next year. It can include information on the handbook, easement deed, old forest and the Ausbon Sargent Fundraising campaign.

 

 

OTHER:

Compliance and enforcement – Ms. Holmes said there is a big increase in building permits. People no longer come to the Conservation Commission with their projects like they used to. Ms. Holmes also stated that she would like to become a little more active with the ZBA.

 

Mr. Magee suggested that we should contact other commissions to get advice and they have a workshop.

 

Ms. Russell suggested using our NCC website more creatively.

 

Mr. Smith made a motion to adjourn the meeting. Mr. Russell seconded the motion. All in favor.

 

The meeting adjourned at 8:40 p.m.
