TOWN OF NERWBURY JOINT LOSS MANAGEMENT COMMITTEE

MINUTES OF JANUARY 14, 2021 MEETING

 

Members present Wayne Whitford, Lea McBain, Debi Lacombe, Brad Wheeler, Tate Sweetbrown, Rob Naughton, Vicki Hayward, Pam Bryk, Sydney Bryk.

Meeting convened at the Newbury Town Office at 9:05

The minutes of the November12, 2020 meeting were approved.

Old Business:

Primex insurance renewal recommendations

  • Back Injury Prevention on-line training for highway employees. To be set up by pam at Town Office.
  • Primex Harassment on-line training put on hold, will be scheduled this spring.

The Granite State Critical Incident Management Team conducted training on the updated Newbury critical Incident stress policy, and the team’s services on December 15. Members of police and fire departments attended.

There was a concern for the lighting of the town office parking lot on the night of the election. Possibly motion activated lights can be installed at the rear of the parking lot.

COVID-19:

  • Pam reported that things were going smoothly at the town office. Many residents are using the on-line renewals at the town clerk’s office or emailing in requests.
  • Police: There have been no issues for the police department. There have been calls received at the PD about people in town not wearing masks.
  • Fire department: Vicki stated that the fire and police departments are participating in the state’s first responder optional screening test (FROST) program. Police and firefighters throughout the state receive an antigen COVID-19 test on a weekly basis to test asymptomatic individuals and confirm that they are not positive for the virus.  
  • Members of the fire and police departments have started receiving the COVID-19 vaccine through Phase 1A of the Department of Health and Human Service’s program. Most have received the first shot and have appointments scheduled for the second vaccination.

There is discussion about moving the Town Meeting to May 1 or 8 to be held outside in a tent at Mount Sunapee Resort. The town is waiting for guidance from the state prior to deciding on the date. The election will be held as scheduled on March 9th.   

Pam indicated that no decision had been made on Old Home Day at this point.

Syd stated the bands are currently being scheduled for summer concerts.

New Fire Station: Wayne indicated that the new fire station project was progressing on schedule. Expect completion of construction in the late spring and move in during the summer.

Vicki stated that there was concern about handicapped access to the playground during fire station construction and the possible library renovation. She stressed that the path next to the library cannot accommodate wheelchairs. This should be communicated to the contractors.

The fire department will be hosting an EMS Special Operations training with Chief Franks of the Canaan Police Department on January 26, committee members are invited to attend.

There was discussion on the weekly welfare check calls to elderly homebound people in Newbury. There are four individuals currently on the list. This is an expansion of the fire department’s weather emergency contact program.

The fire department children’s Christmas program was a big success. Because of COVID, presents were delivered on a fire truck to a total of 59 children at 31 different homes.   

The CPR Certification for town office employees. Vicki will work with Pam to schedule a refresher training.

There have been complaints to the police department and town office about walkers on Route 103A not being visible to motorists. It is recommended that high visibility vests be worn. The town website and police and fire Facebook pages were used to get the message out.  

There is also concern about speeders on Route 103 and 103A. Pallidly electronic signs could be posted, but they would have to be approved by the state DOT as these are state highways. Possibly posting something about speed limits at town office might help.
