TOWN OF NEWBURY

JOINT LOSS MANAGEMENT COMMITTEE

MEETING MINUTES OF JULY 26, 2021

 

Members Present:  Wayne Whitford, Henry Thomas, Vicki Hayward, Aaron Sparks, Laura Pezone, Tate Sweetbrown, Pam Bryk,

 

Meeting convened at the Newbury Town Office at 10:03 a.m.

 

The minutes of the May 10, 2021, meeting was approved.

 

Old Business

  • CPR Class for town and library employees is now scheduled for September 20 at 10:00.am at town office.
  • Town Office parking lot lighting. Hank Thomas investigated different bulbs. Significant problem is the leaves on the trees in the parking lot, blocking the light. The trees cannot be trimmed.
  •  Pam has spoken to the transfer station and a representative to the committee will be invited. Tim from Blodgett sewer plant will again be invited to next meeting.
  • Town Dock. Some work has been done on securing the planks on the town dock. The ladder cannot be replaced until the lake water level goes down.
  • Fishing Derby: A certificate of insurance was received from the Bradford Rod & Gun Club for the use of the Fisherfield pond for the fishing derby.

 

New Business

  • Steven’s driving class is scheduled for September 8th, Levi Clark, Josh Fisher and Steve Schultz are scheduled to go. Waiting for transfer station employee to add to the roster. Possibly someone from Town office will sign up.
  • The PRIMEX PRIME program annual renewal submission is due by September. The town fulfilled the training requirements for 2020-21. There will likely be additional on-line employee training required with the renewal.

 

 

New Fire Station:  Chief Thomas said that the project has been turned over to the town by the contractor but there is an extensive “punch list” of work to be done by the contractors. The fire department has started the move in but there are things like the gear racks that can’t be installed until the work is done. Expect to move the apparatus in and be in operation from the new station in mid-August. The official dedication is scheduled for August 28.

 

Old Home Day:

  • Old home day went well, no ,major issues, two minor first aid injuries.
  • Many comments on the great fireworks.
  • Possibly different parking arrangement for next year. There has been a discussion about parking at the mountain and bussing people to the event.
  • There was concern about the safety of the unregistered golf carts being driven on Route 103. Police received complaints from drivers. Will be reviewed for next year.

New Town Office Staff: (Invite for introduction at the next JLMC meeting)  

  • Diane Kendell, Finance/HR
  • John Abbott, Code Enforcement

 

COVID-19

  • Protocols approved in May by the selectboard make masks recommended but not required for employees and visitors who are not fully vaccinated.
  • The department head or committee chair can require masks in their departments of committee meetings.
  • Since the state of emergency is no longer in effect, remote Zoom committee meetings can no longer be held.
  • The NH Bureau of EMS continues to require first responders to wear masks on all medical calls. That will likely continue into the foreseeable future.

 

Town Department Reports.

 

  • Town Office: New fire and security alarms have been installed Two new cameras one additional in the lobby and one outside will be installed.
  • Library: is now open full hours. Children’s programs are being held outside with masks worn. Ticks have not been a problem.
  • Police Department: One officer is out on leave. Number of calls is up. New cruiser is on order, no delivery date yet. Few details at the state beach because of rainy weekends. Will be meeting with the craft’s fair management about police details. No private security this year.
  • Fire Department: No injuries. Working on the move to the new station. Will be doing an inspection of the craftsmen’s fair.
  • Recreation: One more week of camp. Concerts going well.
  • Highway Department: They are picking up the new truck today. Normal summer maintenance underway. Rollins Road project starting next week.  
  • Transfer Station: Still looking for full time employee. There have been complaints about recycling at the transfer station. Brush pile at Fisherfield is a mess, totally disorganized. People bring brush posing safety hazard for children at the park. AED is needed for transfer station and possibly Fisherfield. Member if public passed away at the transfer station. AED on site may have helped. Pam will address with Dennis.

 

Accidents and Injuries: Since last meeting there has been no employee accidents or injuries.
