Members Present: Katheryn Holmes, Chair; Eric Unger, Vice Chair; Sue Russell, Bob Stewart

 

Russell Smith, Select Board Member and Steve Russell, general public, were in attendance.

 

Ms. Holmes called the meeting to order at 7:08 p.m.

 

ADMINISTRATIVE:

 

Minutes

The NCC reviewed the corrections to the minutes of the March 21, 2017 meeting.  No additional changes to be made.

 

INTENT TO CUT:

 

Thomas Behrens, Map/Lot #035-193-231 – Mr. Smith reported that the Board of Selectmen approved this .75 acre cut.

Peter Moore, Map/Lot #092-064-034 – Mr. Smith reported that the Board of Selectmen approved this 100 acre cut.

Domini Digilio, Map/Lot #027-222-183 – This 28 acre cut has been previously approved.

 

BUFFER ZONE CUT:

 

Henry & Nora Bredford – 63 Gerald Drive.  Ms. Russell visited the site.  Mr. Smith stated that the Board of Selectmen approved this permit as per suggested recommendations.

 

DES: 

 

Wetland Permit with conditions – Albert W./Diane R. Cretella,III – Lakewood Manor Road – to remove a 2.5 ft. x 8 ft. seasonal pier and reduce a 16.5 ft. x 16 ft. permanent pier to be a 12ft. x 16 ft. permanent pier and install a 4.235 x 22 ft. seasonal finger pier, a seasonal boatlift and two seasonal personal watercract lifts on an average of 100 ft. of frontage along Lake Sunapee in Newbury. 

Wetland Permit with conditions – Howard G. Davis – 11 Fells Cove Road – Install a seasonal pier, two 12ft. x 30 ft. seasonal canopies, two seasonal boatlifts, and two seasonal personal watercraft lifts on an average of 100 ft. of frontage along Lake Sunapee in Newbury.

Wetland Permit with conditions – Barbara/Christopher Gootkind – 85 Grace Hill Road – Permanently remove an existing non-conforming crib supported “U” shaped docking structure and non-conforming cantilevered pier and concrete pad, construct an “H” shaped docking structure consisting of a 6 ft. x 34 ft. 6 in piling pier connected to a 6 ft. x 26 ft. piling pier by a 6 ft. x 10 ft. walkway, install a permanent boatlift and 12 ft. x 24 ft. seasonal canopy in the center slip, 2 seasonal personal watercraft lifts in the north slip, and construct a 255 sq. ft. perched beach within the footprint of the removed concrete pad on an average of 115 ft. of shoreline frontage along Lake Sunapee, Newbury.

Wetland Permit with Conditions – Barry & Elsa Waxman – 206 Bowles Road – Construct a 6 ft. x 26 ft. crib pier and a 6 ft. x 43 ft. crib pier connected by a 6 ft. x 10 ft. walkway in an “H” configuration and install a seasonal boatlift and two seasonal personal watercraft lifts on an average of 280 ft. of frontage along Lake Sunapee, Newbury.

Shoreland Impact Permit with Conditions – Robert Mills – 34 Brats Cove Road – Impact 9,287 sq. ft. of protected shoreland in order to reconfigure walkways and patios, replacing with pervious materials, construct a pervious cobblestone apron at garage opening, reconfigure/replace driveway and stairs, and plant vegetation.

COMMUNICATIONS

 

Ms. Holmes stated that The Fells will be presenting their preparation work to the Planning Board on June 20.  She said that this presentation is just background of what they have done in the past, nothing having to do with the changes they want to make for the parking lot.  The members of the Planning Board asked if the NCC had any comments regarding the application.  Ms. Holmes wrote “Good base plan.  Looking forward to the meeting.”

 

Ms. Holmes rewrote her letter to the Planning Board asking them to always do site reviews rather than just approve a project by looking at paperwork.  Mr. Smith said that the Board of Selectmen looked at the site in question. 

 

 

OLD BUSINESS

 

Old Home Day - Ms. Holmes said that she is unable to attend this year.  She had wanted to have a rain garden display.  It was decided that Ms. Russell will attend the Old Home Day event and hand out informational literature and sit with members of LSPA.  Ms. Holmes will put together the raingarden demonstration and use it for the August Sunapee Hills Association meeting.

Bubbler Workshop – It was decided that a workshop will take place in an evening in August prior to the regular NCC meeting.

 

NEW BUSINESS

 

Shoreland Restoration Plan – Mr. Stewart said he can spend some time and work on the Shoreland Restoration Plan.  Mr. Stewart explained that it will be very specific to what Newbury’s regulations are.  He explained that it is a remedy when someone does not follow the Newbury rules and regulations.  When Mr. Stewart completes this, he will then give it to the NCC to review.

Chalk Pond Road – Gerald Drive – Ms. Russell explained that there are some issues on Chalk Pond that she wanted to bring everyone’s attention.  Mr. Russell read a narrative by Charlie Hirshburg that was written in 2006.  It explained the effects of the erosion and runoff from Gerald Drive.  Mr. Russell showed photos of sediment and explained the various mitigation that has already been done.  Mr. Russell said that the engineering has been done and they are hoping that perhaps the Highway Department could grade from the center to help alleviate some of the runoff.  Mr. Smith suggested they bring this issue to the Board of Selectmen meeting in which the Highway Administrator is always in attendance.  Mr. and Mrs. Russell will present the same presentation at the Board of Selectmen meeting.
