Members Present: Katheryn Holmes, Chair; John Magee, Bob Stewart, Members.

 

Public: George Embley, Warner River Local Advisory Committee

 

Ms. Holmes called the meeting to order at 7:14 p.m.

 

ADMINISTRATIVE:

 

Minutes

 

The Commission reviewed the minutes of November 9, 2021. Corrections were made. Mr. Magee made a motion to accept the minutes with proposed corrections. Mr. Stewart seconded the motion. All were in favor.

 

PRESENTATION: 

 

George Embley gave a presentation about the Warner River Local Advisory Committee (WRLAC) and what the future holds for the committee. He began with a background when Warner River was classified as a designated river and when the WRLAC was formed in 2018. He explained that the Warner River is one of three rivers designated as the highest priority for an instream flow study which is expected to begin in 2021 and end in 2022. A Corridor Management Plan has been submitted and approved. The Committee currently has 10 members from the 5 riverside towns including Bradford, Hopkinton, Sutton, Warner, and Webster. The chair of the committee is Ken Milander. Ms. Holmes said there seems to be a lot of interest in this committee. Mr. Embley said there is also a blog on the Warner River Local Advisory Committee website. He said there is also a lot of information about trails and fishing. Mr. Embley went over the Corridor Management Plan. He discussed the goals and concerns of the committee. Mr. Embley said his objective tonight was to discuss what collaborations could be made to protect the watershed. Mr. Stewart said they are in full support of the work they are doing and would definitely like to collaborate with them. Ms. Holmes agreed. She said they would like to collaborate with them on water quality issues. Mr. Magee suggested the WRLAC and the NCC swap monthly meeting minutes. Ms. Holmes thanked Mr. Embley for coming in. 

 

INTENT TO CUT – 0

 

TREE APPLICATIONS IN PROTECTED SHORELAND: 

 

- Robert Winn – 146 Route 103A – Ms. Holmes said she looked at these trees and thinks they should live a couple more years. She said the homeowner is going to need a planting plan. The homeowner will send a planting plan to the NCC. 

 

- John McCarthy – 37 Shore Drive – This has been approved.

- Stuart Mitchie Trust – 69 Lakewood Manor – The site of where a house burned down.

 

Ms. Holmes suggested to Mr. Magee and Mr. Stewart that it is good to cite a regulation when looking at a site and signing off on an application.

 

DES –

- Shoreland Standard #2021-3462 – Christopher & Felicia Lindau – 53 Pine Cliff Road - Impact 13,000 sq. ft. of protected shoreland in order to rebuild a new primary structure damaged by fire further from the reference line, install a new septic system, reconfigure gravel impervious surface percentage approved: 18.2% Natural Woodland Area Required per RSA 483-B:9,V, (b): 3,620 sq. ft. 

 

COMMUNICATIONS –

 

- Save Lake Sunapee Watershed Meeting – Ms. Holmes distributed a correspondence from the Save Lake Sunapee Watershed regarding attendance at the December 20 Selectboard meeting. Ms. Holmes asked the commissioners to let her know if they plan on attending.

 

OLD BUSINESS –

 

NCC Newsletter – Ms. Holmes went over items that will be included in the newsletter. 

 

NEW BUSINESS: 

 

NCC follow-up for tree applications

Mr. Stewart made a motion to adjourn. Ms. Holmes seconded the motion. The meeting adjourned at 9:03 p.m.
