Members Present: Katheryn Holmes, Chair; John Magee, Bob Stewart, Alden Beauchemin, Members.

 

Ms. Holmes called the meeting to order at 7:10 p.m.

 

ADMINISTRATIVE:

 

Minutes

 

The Commission reviewed the minutes of June 14, 2022. Corrections were made. Mr. Stewart made a motion to accept the minutes as amended. Mr. Magee seconded the motion. All were in favor. 

 

INTENT TO CUT – 0

 

Ms. Holmes stated the Commission will need to replace what Eric Unger’s responsibilities were.

 

TREE APPLICATIONS IN PROTECTED SHORELAND - 0

 

 

DES:

 

- Shoreland Impact Permit 2022-00682 – Tax Map 006, Lot #183 – Laura W. Marks – 225 Bay Point Road – They are putting in a pervious patio. Ms. Holmes wonders if they know that if they have a permit from DES that they also need an approval from the Town. Ms. Holmes thinks this project is in conflict with our buffer zone regulations. Mr. Magee asked if someone wants to build something and they need a building permit, shouldn’t the CEO be telling them what they need to do in the buffer zone? Mr. Stewart said the CEO does, but only when it is for things involved in building. For instance, if they wanted to put in a walkway, the CEO wouldn’t be letting them know that they would need a permit. Mr. Stewart said it is not required on a PBN to let the Town know that an application has been received. Ms. Holmes used to regard the local commissions as their ears and eyes and the NCC would let them know of any concerns, but it is not that way anymore.

- Wetlands Permit-by-Notification Non-Site-SpecificPermit 2017-03088 – Cecile/Paul E. Slye – 212 Route 103A Tax Map #19, Lot#352 – Not discussed.

- Reed and Andrea Gelzer and Gary Budd– Both received a Letter of Compliance for Letter of Deficiency.

 

 

 

 

 

COMMUNICATIONS –

- Letter to homeowners about restoration (Article 7.14) – Ms. Holmes thinks a letter should go out to the homeowners at 60 Highland Ave. to discuss their restoration plan.

- Ms. Holmes gave Mr. Magee a copy of the Master Plan and asked him to familiarize himself with it.

- Violations, tree cutting without an application – Ms. Holmes received an email back from DES in regard to a couple of properties she inquired about. She asked how the Town should proceed with a tree violation. The State said they are taking care of it. Ms. Holmes thinks violations should be published. Ms. Holmes asked the commissioners what they think they should do with violations. Mr. Magee asked what the procedure for violations is. Ms. Holmes said Ms. Lord was going to discuss it if she was able to attend this evening. 

- Joint Board Meeting – August 1, 2022, at 6:30 p.m. – We want to make sure that all Boards know what we need to see. Mr. Beauchemin said Newbury should add different layers on GIS. They can show an overlay with the buffers.

- Fireworks – Not discussed.

- LSPA Annual Meeting July 16 at 9:00 a.m. – Not discussed.

OLD BUSINESS –

 

- Old Home Day – Ms. Holmes said the day was a big success.

- Workshop Ideas – Easements – Andy will hold this workshop. Andy will come to our August meeting todiscuss.

- Bubbler Workshop - Lake Sunapee Protective Association –Ms. Holmes is the bubbler person and could hold the workshop. The commissioners talked about holding this workshop in the beginning of November.

- Fishersfield – Ms. Holmes said Mr. Wright said there is some disarray down at Fishersfield. 

- Mr. Stewart thinks holding the easement and bubbler workshop is a good start.

 

NEW BUSINESS: 

 

- Andrew Brook Trail – Mr. Magee said they filled into the stream several years ago, and it has changed the sediment transport of the stream and there is a lot of bank erosion. Mr. Magee went out there with Craig Sanborn and Carrie Deagan. They spent time discussing what they could do to put the stream back in shape. Mr. Magee said they discussed building two 16’ bridges. Mr. Magee said this project would take place next year. He reached out to the Matt Thorn to discuss this restoration project. Ms. Holmes said we can support this project. Mr.  Stewart also thought this would be a good project for NCC to get involved in.

- Memorial for Eric Unger at Between the Mountains. – Not discussed.

 

OTHER:

 

Mr. Stewart made a motion to adjourn. Mr. Magee seconded the motion. The meeting adjourned at 9:17 p.m.
