Members Present: Katheryn Holmes, Chair; Alden Beauchemin, Bob Stewart, Members.

Ms. Holmes called the meeting to order at 7:10 p.m.

 

ADMINISTRATIVE:

 

Minutes

 

The Commission reviewed the minutes of November 8, 2022. Mr. Stewart made a motion to accept the minutes as amended. Mr. Alden seconded the motion. All were in favor.

 

PRESENTATION:

 

Mr. Nic Hasey spoke about the Kneeland project. Mr. Hasey said he wants to reset and start from scratch with the NCC. Mr. Stewart explained originally there was no shoreland permit and they did a clear cut, they then received a cease and desist and went back and received permitting after the fact. Mr. Hasey explained he would like to expand the planting. Ms. Holmes reviewed what Mr. Hasey will need to do including the septic, foundation, erosion control and plant restoration. She said the owner will need to take out a building permit. Mr. Hasey asked some questions regarding the process. Discussion ensued.

TREE APPLICATIONS IN PROTECTED SHORELAND

  • Shoreland Standard #2022-03190 – Virginia C. Mars – 49 Lakewood Manor Road Under technical review. – Demolition of existing house to be replaced with new house setback further from the lake with expansion away from the lake. A new modern septic system and stormwater management practices are also proposed.
  • Shoreland Standard # 2022-03016 – John Hatem – 295 Bay Point Road Permit Approved. – Impact 4,185 sq. ft. of protected shoreland in order to improve stormwater runoff along a driveway by removing boulders and adding infiltration trench, extend drip infiltration trench from building and add natural vegetation impervious surface percentage approved: 16.1%National Woodland Area Required per RSA 483-B:9, /vm (b): 2,515 sq. ft.
  • Shoreland PBN #2022-03284 – Rick Neville – 6 Frost Top Hill PBN accepted. Impact 200 sq. ft. of protected shoreland in order to rebuild a foundation wall under the existing porch and the installation of a wall anchoring system. Impact 4,185 squre feet of protected shoreland in order to improve stormwater runoff along a driveway by removing boulders and adding infiltration trench, extend drip infiltration trench from building and add natural vegetation. Impervious Surface Percentage Approved: 16.1%. Natural Woodland Area Required per RSA 483-B:9, V, (b): 2,515 square feet.
