 Newbury Conservation Commission (NCC) – Virtual Meeting April 13, 2021
Members Present: Katheryn Holmes, Chair; Eric Unger, Vice-chair; Kate Brena, John Magee, Steve Russell, Sue Russell, Bob Stewart, Members.
Ms. Holmes called the meeting to order at 7:16 p.m.
ADMINISTRATIVE:
Minutes- Approved
The Commission reviewed the minutes of March 9, 2021. Corrections were made. Mr. Unger made a motion to accept the minutes. Mr. Magee seconded the motion. All were in favor.
The Commission reviewed the minutes of March 30, 2021. Corrections were made. Ms. Russell made a motion to accept the minutes. Mr. Magee seconded the motion. All were in favor.
There was discussion about having draft minutes and published agendas available for the public in a timely manner. Moving forward, the draft minutes will be made available within 5 business days and the agenda to be published within 24 hours of the meeting.
TREE CUTS IN PROTECTED SHORELAND:
- Neil & Jennifer Tockman 42 Fowler Mill Road
- Lee Nordblom 20 Edgemont Landing
- Richard & Deborah Gates 56 Alsubet Ct.
- Snow Beach Assoc. Inc. (Brad Johnson) Snow Rd.
INTENT TO CUT:
- Daniel Libby - Ridgeway Drive – Tax/Map Lot #045-681-229 – Mr. Unger said this is at the end of the road, in South Newbury. Approved.
- There was discussion regarding a past intent to cut. Ms. Holmes heard that a resident that put in for an intent to cut has possibly cut more than they should have. Mr. Unger said if this is true, it should be reported.
DES:
- None reviewed. OLD BUSINESS:

 Deasy Project - There was discussion about the Deasy project. DES is looking for more information from the Deasys. Ms. Holmes would like someone from DES to come out and look at this property. Ms. Holmes said there will be a violation on their part of they don’t receive prior approval for their shoreland permit and septic design permit before cutting down their trees. The Selectboard have not signed off on this project.
Easement/Paul – Ms. Holmes showed the framed picture they are going to give to Paul Doscher. Everyone liked the final print. Ms. Holmes wanted to know what she should write on the card. Everyone gave input on the greeting that will appear in the card.
Outcome from the Selectboard Meeting – April 12 - The Selectboard approved the new tree application. The process will be that the code enforcement officer will look at the applications and comments and then sign off on them. Ms. Russell thinks it is important for all Boards to work together on some of these projects. Mr. Magee thinks it is also important to keep the procedures as simple as possible for everyone.
Easement – There was more discussion about signage size on the easement property. The Commissioners will revisit during the work session meeting on April 27.
NEW BUSINESS:
SAG Funding - Ms. Holmes sent this out via email to all Commissioners. Tim Fortier would
like all Commissioners to write in about this.
Next project – All new building projects in the buffer need to come to the NCC. COMMUNICATIONS:
Flash on the Beacon – Ms. Holmes distributed this newsletter via email.
Sign off sheet from the Planning Board – Campbell – Ms. Holmes asked if anyone wants to look at this property regarding a driveway. Mr. Stewart will look at the Planning Board package and respond back to the Commissioners.
DES Newsletter – Ms. Holmes distributed this newsletter via email. OTHER:
- Ms. Holmes would like to have another easement workshop with Andy Deegan. The date selected was Tuesday, April 27 at 7:00 p.m.
Mr. Stewart made a motion to adjourn the meeting. Mr. Magee seconded the motion. All in favor.
