Newbury Conservation Commission (NCC) – Virtual Meeting

Members Present: Katheryn Holmes, Chair; Eric Unger, Vice-chair; Janet Lausten, Steve and Sue Russell, Bob Stewart, Members.

 

Public Present: Andy Deegan

 

Ms. Holmes called the meeting to order at 7:06 p.m.

 

ADMINISTRATIVE:

 

Minutes

The NCC reviewed the minutes of the August 11, 2020 meeting.  Mr. Unger made a motion to accept the minutes.  Mr. Stewartseconded the motion.  All were in favor. 

 

 

INTENT TO CUT:

- Michael Remen – Tax/Map #018-285-179 – Cloverfield to Winter Lane. Acreage of lot = 69, Acreage to cut=25. - Approved

 

SHORELAND CUTS:

- Jeff Andrews – 32 Great Island – Tree cut for septic prep. See application for comments.

- John Bateson – 1065 Route 103 – See application for comments.

- Andre Groh – 339 Chalk Pond – See application for comments.

- Lake Ave. Reality – 10 Sunlite Lane – A full application of project is required.

- Francis X. Morton 91 Grace Hill – A full application of project is required.

- Richard Rago – 341 Chalk Pond Road – See application for comments.

- Kristen Schultz – 20 Shore Drive updated – See application for comments.

- Patricia Waldeck – 164 Route 103A – See application for comments.

- Donald & Susan McLaughlin – 3 Fells Cove - See application for comments.

Ms. Holmes said the process is that they should go to the Code Enforcement Officer with their plans first. She wants to make sure that the Board of Selectmen does not toss these cases to the side. She would like more people to go look at these properties with her. She would like to see follow-up with these projects. Mr. Russell asked if photographs are required and Ms. Holmes said yes.

OLD BUSINESS: 

 

Warner River Head Waters Conservation Easement – 

Mr. Deegan gave an update the easement. He said they are trying to get a loan for $130,000 to purchase this property and that it has been submitted. He reported they are ready to go. The purchase and sales expires on 9/25/20, so the town will need to give them money to purchase it by then. He reported that they have not sent out a town-wide mailing yet.

 

Ms. Holmes thanked Mr. Deegan for joining the meeting.

 

Facebook – Ms. Holmes said she feels the NCC is underfunded. The Board of Selectmen said they do not want to pay to have the NCC have a Facebook page.

 

NEW BUSINESS:

 

Tree Application Process

Ms. Holmes said she would like the tree application to be tightened up. She asked member to email her with suggestions.

 

Letters to Waterfront Owners

Ms. Holmes gave a brief update on the Joint Board Meeting that was held on July 18. 

 

Five Year Plan at Mount Sunapee Presentation

Mr. Russell said he will be giving a presentation to the Board of Selectmen and the Planning Board on behalf of the NCC. The point of the presentation was to get these boards to take a look at the 484 acre system. He said the west bowl is only part of this system. He said there is a proposed chairlift going from the sun bowl to the north peak. He said the chairlift was never approved. He said in 2000, the commissioner at the time approved this project to move forward. He explained that these impacts are not good. He said the entire exemplary forest system is in the town of Newbury. He is hoping these projects will be taken of the books completely.

 

Mr. Unger made a motion to adjourn the meeting. Ms. Russellseconded the motion. All in favor.

 

The meeting adjourned at 8:20 p.m.
