Members Present: Katheryn Holmes, Chair; Bob Stewart, Vice Chair; Alden Beauchemin, John Magee, and David Rhodes, Members.

 

Public: Nic Hasey and Paul Kneeland.

 

Ms. Holmes called the meeting to order at 7:08 p.m.

 

ADMINISTRATIVE:

Minutes

The Commission reviewed the minutes of May 9, 2023. A correction was made. Mr. Rhodes made a motion to accept the minutes with proposed changes. Mr. Stewart seconded the motion. All were in favor.

 

INTENT TO CUT –  

  • Roy Family Trust Province Road. Acreage of Lot: 103.7 to cut 25 – Ms. Holmes said this looks good.
  • Roy Family Trust Province Road. Acreage of Lot: 79.6 to cut 35.

 

TREE APPLICATIONS IN PROTECTED SHORELAND:

 

  • Country Road Revocable Trust – 236 Bowles Road – Ms. Holmes said they have done great work on this lot. They have added really good plantings on this property.
  • Eric K. Scholl Revocable Trust – 42 Highland Ave. – Ms. Holmes said Tyler Webb is onboard and they need to add some ferns and understory plantings.
  • Debra W. Sias Revocable Trust – 62 Morse Lane – This is first application on a permanent stream.
  • Allyson Murphy/William Brown – 70 Morse Lane – Ms. Holmes said there is big plans for this property.
  • Patricia Rossi – 38 Lake Avenue –

 

DES –

  • 59 Lakewood Manor Road LLC File #2023-0136 – Accepted Shoreland Permit by Notification. Impact 650 sq. ft. of protected shoreland in order to repair in kind an existing walkway as well as shore land excavation associated with the installation of septic lines to a structure.
  • Chellis & Stephen Kirkland – 40 Washington Street – File #2023-00770 Shoreland Permit Request for more information.
  • Barry Newell – Forestry Statutory Permit-by-Notification File#2023-01211.
  • Zink & Dicoricia Received Shoreland Permit Application #2023-02509 – 213 Bay Pt. Road. Replace existing foot paths with a continuous pervious path to connect existing structures with water access locations. Under Technical Review.
  • Town of Newbury Pine Cliff Road - #2023-02035 – Accepted Shoreland Permit by Notification Impact 1,800 square feet of protected shoreland in order to construct three sediment traps and five check dams in the ROW along Pine Cliff Road in Newbury.  Ms. Holmes said there have been several site visits with Highway Administrator Cal Prussman.
  • Emerson Lennon – 275 Chalk Pond Road – Accepted Shoreland Permit by Notification. Impact 375 sq. ft. of protected shoreland in order to construct a 25’ x 15’ pervious patio.
  • Lake Ave Realty LLC – 10 Sunlite Lane – #2023-01096 – Accepted Shoreland Permit by Notification. Impact 925 sq. ft. of protected shoreland in order to replace an existing culvert.
  • Jose/Margaret Brena – 358 Bowles Road - #2023-01488 – Complete Seasonal Dock Notification for lakes and ponds. Install a seasonal pier not to exceed 6’ x 40’ on an average of 151 linear feet frontage along Lake Sunapee in Newbury.

 

OLD BUSINESS

 

  • Mount Sunapee Expansion Update - There was follow-up conversation regarding the wetlands on Mount Sunapee that would be affected by the proposed parking lot expansion on Mount Sunapee. Mr. Rhodes would like to send a letter to Vail and wants to know how to get information regarding the groundwater discharge. Mr. Magee thinks that the letter should be written by Mr. Rhodes but signed by the Chair of the NCC.
  • Old Growth Forest – Ms. Holmes said the west bowl chair lift proposal would go right through the old growth forest.
  • Paul Kneeland – 60 Highland Avenue – He is the third owner. The cottage was in disrepair. Nic Hasey has come up with a restoration plan for this property. Mr. Magee acknowledged this is a steep property and Mr. Kneeland said ‘yes’. Mr. Hasey distributed packets with planting suggestions and photos of the area. Mr. Kneeland did a tree cutting to move the septic system away from the lake. Mr. Hasey said they are mitigating the stormwater runoff problems to the lake. Ms. Holmes asked if Mr. Hasey has downloaded on the tree cutting application and Mr. Hasey said yes, it is all filled out and ready to submit to the Selectboard. Mr. Kneeland asked what he needs to start. Mr. Hasey said the shoreline permit should be done by tomorrow. Ms. Holmes said the building permit should be submitted and then they will do a site visit and they will write their comments on the application. Ms. Holmes said the Selectboard will need to sign off on the application before they can begin. Ms. Holmes explained the application process with Mr. Hasey. Ms. Holmes thanked them for coming in. Ms. Holmes asked if Mr. Magee and Mr. Rhodes would like to look at this property. Mr. Stewart said we have to look at the counts for the trees they are proposing to take down. They will go this weekend.

 

NEW BUSINESS

 

  • Ms. Holmes said she has met with Pat Sherman regarding the library expansion being close to wetlands. Mr. Stewart said it is in the Town’s jurisdiction and therefore does not need to go through the process of getting a conditional use permit from the Planning Board.
  • Mr. Rhodes asked if we would be at the Old Home Day event and Ms. Holmes said yes.
  • Mr. Rhodes asked if it makes sense if the NCC should use the data given by GIS for the applications. He said this should be all put in this database. Mr. Rhodes will meet with the CEO and start with the Intent to Cuts and see how it works for us. Mr. Beauchemin said it should all be submitted electronically. Mr. Stewart agreed.

 

Ms. Holmes made a motion for Mr. Rhodes to meet with the CEO Mr. Magee seconded. All were in favor.

 

Ms. Holmes made a motion to adjourn. Mr. Magee seconded the motion. All were in favor.
