Members Present: Katheryn Holmes, Chair; Alden Beauchemin, John Magee, Bob Stewart, Members.

 

Ms. Holmes called the meeting to order at 7:00 p.m.

 

ADMINISTRATIVE:

 

Minutes

 

The Commission reviewed the minutes of July 12, 2022. Corrections were made. Mr. Stewart made a motion to accept the minutes as amended. Mr. Magee seconded the motion. All were in favor. 

 

A call was placed to Andy Deegan to discuss an easement workshop date. Mr. Stewart said we are looking at October 15 or 22 in the morning. Mr. Deegan said either date is fine with him. Mr. Deegan said we should start thinking about who we want to invite to this workshop. Ms. Holmes said we can send out postcards. Mr. Deegan thinks we should personalize the postcards that go out to certain homeowners that might be interested in conserving land. It was decided to choose October 22 at 9:00 a.m. Mr. Deegan asked the Commissioners what land would be worth conserving in Newbury. Mr. Stewart said they will probably be looking at land that is bordering already preserved land. 

 

INTENT TO CUT 

 

Karen Cutter – Ramblewood Circle – Acreage of Lot .69 acreage to cut .6 – This is a very small cut on a small lot for cord wood. 

 

Ms. Holmes asked who the head of intent would be for cuts. Mr. Magee said he will take on this task. Mr. Magee asked if Ms. Holmes has a protocol that Mr. Unger used to use. Ms. Holmes said she will look for this.

 

TREE APPLICATIONS IN PROTECTED SHORELAND

 

Gorey 17 Lakewood Manor Place – Received and signed.

Steven Garrant 50 Pine Cliff Road and comments – Received.They had an arborist come in and sign it yesterday. Signed.

- Cynthia & Steve Gorey – 17 Lakewood Manor Place - Shoreland Standard - #2022-01842 – Impact 2,365 sq. ft. of protected shoreland in order to add a garage to the primary structure, replace a septic system and convert impervious parking areas to pervious pavers. Impervious Surface Percentage Approved: 24.9%. Naturally Woodland Area Required per RSA 483-B:9,V, (b): 115 sq. ft.

 

- Cecil E. Paul E Slye – 212 Route 103A – PBN #2017-03088 – Require in-kind the 6 ft. and the 8ft. x 12 ft. wood frame cribs with filling with existing crib rock materials with resetting of the original 1918 30’ x 12.5’ x 12.5’ boathouse  structure to its original location and the restoration of the 8’ x 30’ attached dock on the north side of the boathouse and the 6’  x  30’ attached dock to the south side of  the boathouse according to plans by Diane  heller received by NHDES  on 10/17/17 on frontage along Lake Sunapee in Newbury. – Ms. Holmes said they are going to fix up this house.

 

- Tranquille, LLC - – 60 Highland Avenue – Shoreland Standard #2022-01623 – Applicant requests an after the fact approval to retain impacts to 425 square feet of protected shoreland in order to repair the foundation of the primary structure. Impact an additional 8,525 square feet of protected shoreland in order to install a septic system, reconstruct a gravel path and restore gravel areas within the waterfront buffer with loam and grass seed. Impervious Surface Percentage Approved: Map #322, Lot #161: 12.6%/ Map #329, Lot #175: 19% Natural Woodland Area Required per RSA 483-B:9,V, (b): Map 322, Lot 161: 3,289 sq. ft. Map 329, Lot 175: 1.067 sq. ft. Reviewer Ryan Duquette.

 

There was discussion about shoreland permits. Mr. Stewart said the wetlands applications go to the Town Clerk. The Commissioners would like to receive something when these are received to the Town. Mr. Stewart will draft a letter to Dennis asking the Town to alert NCC when there is an application that is received to the Town.

 

There was also discussion regarding tree applications. 

 

COMMUNICATIONS –

- Joint Board Meeting report – Ms. Holmes reported Mr. Beauchemin talked about having a GIS overlay and that they should speak to the land use coordinator. There was a lot of discussion on tree houses, sheds and tiny houses. Ms. Holmes mentioned that she wanted to start a Shoreland Review to stem from the Planning Board.

 

 

 

 

OLD BUSINESS –

 

- NCC Newsletter - review articles – Ms. Holmes read a biography written about Alden and John for the upcoming NCC newsletter. Ms. Holmes explained what will be in the newsletter. Ms. Holmes also mentioned the other articles she intends to put in the newsletter.

- Set date for bubbler workshop – The Commissioners decided to hold this workshop on Thursday, November 17, 2022. 

 

NEW BUSINESS: 

 

- - James & Barbara Sadowsky – 298 Bowles Road – Ms. Holmes said this is a dead tree.

- Tranquille – 60 Highland Ave and site review report – Mr. Stewart and Ms. Holmes went out to look at this property and said met with the owner’s brother. There was a cease and desist on this project. They said it is a big cut. Another meeting took place on Monday with Mr. Stewart and John Abbott (Code Enforcement Officer) and the owner. It is apparent to them that they wanted to do a lot more than they did. They haven’t proposed what else they want to do. Mr. Stewart said they need to replace retaining walls. Mr. Stewart said he didn’t get permission to do any of this. Ms. Lord will see about sending a letter to this property ownerfrom the Selectboard.

- Williams Realty 319 Bowles Road – John Abbott

 

OTHER:

 

Alden spoke about a new septic system and some tree cutting on an application he is submitting for a client. Ms. Holmes said this looks like a vast improvement. Mr. Stewart said he will write this up since he has already been out to the property.

 

Mr. Magee said the Beck Brook project will begin next week.

 

Mr. Magee made a motion to adjourn. Mr. Stewart seconded. All were in favor.

 

The meeting adjourned at 9:13 p.m.
