TOWN OF NEWBURY

JOINT LOSS MANAGEMENT COMMITTEE

MEETING MINUTES MARCH 21st , 2023

 

Members present: Wayne Whitford, Henry Thomas, Pam Bryk, Brad Wheeler, Jessica Dennis, Lea McBain

 

Meeting convened at the Library at 1:05 pm

 

Old Business

  • Police Station construction has an estimated start date of May and would be completed in roughly 6 months.
  • The Fire Department truck will be $100,000 more if it is not purchased by April 15th., and the overall cost if acted on now is $835,000.
  • The Fire Department and Police Department have been working on the Weather Emergency Contact list and have updated the list with residency changes. Everyone on the list is very appreciative.
  • The new sewer plant building was approved at Town Meeting, and the site is ready for cement and other site work when we get contractors.
  • Cyber Security analysis was completed for the Town- CCI was sent the report, and other work is being completed by Town Office. The State is working on a grant for multi-factor I.D. devices through NHMA
    • There will be a Cyber Security Response Plan table review on Wednesday 3/22
    • Town-wide training will follow for phishing, cyber-attacks and incident response in a month’s time.
    • The Town website will switch to a .gov domain.

New Business

  • Winter Safety issues- Everything went smoothly with police detail at Mount Sunapee.
  • No construction date set yet for the Library.
  • Police Department-Mount Sunapee has been happy with how things have been going, and there have been no issues.
  • Recreation Department-
    • Easter Egg Hunt planned for Saturday April 8th
    • Summer concerts are all booked
    • Summer camp will be 4 weeks and will offer scholarships. There will be two staffers.
  • Old Home Day- bands and acts are being booked, as well as food trucks and fireworks. There will also be local exhibits.
  • New London Ambulance- There is a spare ambulance parked at the Newbury Fire Department in one bay, and has been used once. It may be proposed to the Selectboard to be housed at Newbury and staffed so a second ambulance can service the area.
  • Radios on Mount Sunapee-Fire Department is waiting on FCC license. Homeland Security would apply for grant money to cover. Would have a letter go out to the community about the radio frequency.
  • Stephens Advanced Driver Training- Fire Department has a few people that need to complete training.

Department Reports

  • Town Office- purchased a new water cooler that loads from the bottom to avoid back injury.
  • Library- no issues
  • Police Department- no issues
  • Fire Department- no issues
  • Highway Department- no representative, no known issues
  • Recreation Department- no known issues
  • Transfer Station- Will be paving, striping and painting in the spring. Has completed interior improvement in the building.

Accidents/injuries since last meeting

  • 4 accidents (1 vehicle)
    • Employee was assisting patient to get up from the floor, patient grabbed the employee’s hand and twisted their wrist.
    • Employee was called to assist in breaking up physical fight, had significant amount of blood on their hand but no open wounds. Sought medical attention.
    • Employee was going to post office and slipped in the parking lot while walking to their car. Twisted their ankle.
    • Employee was driving to a call and moving a little too quickly for the road’s condition, failed to navigate a turn, and slid into a snowbank.

 

Open Discussion- Jessica is looking into Active Shooter training for Town employees.

 

Next meeting is June 27th, 9am at Town Offices.

 

Minutes of the January 17th 2023 minutes were approves.
