TOWN OF NEWBURY JOINT LOSS MANAGEMENT COMMITTEE

Meeting Minutes June 27, 2023

Present: Wayne Whitford, Henry Thomas, Pam Bryk, Brad Wheeler, Jessica Dennis, Lea McBain, Tate Sweetbrown

Review March 21, 2023, meeting minutes

Old Business

• Police Station construction: Plumbing is done, back door,sally port, sheet rock and cupola. They are scheduled to move into the new half of the building tentative November.

• Fire Department truck: The Town council approved the wording of the contract, and the invoice was turned over to Finance. There is a pre-approved agreement. There is no estimated date for receiving the new fire truck- trucks are shipping about 3 years out.

• New Sewer Plant building: the old building was taken down. There are safety issues up there and alarms, andsome corrosion that need to be addressed, and a list or repairs is needed.

• Transfer Station: There are issues with striping. The former committee wants to hold off. Talk was to possibly look intowidening, and different lane options- cost-wise it would have to go before the selectboard.

• Cyber Security analysis: not concluded yet- Jessica had the tabletop review and is working with CCI. Is working on a grant for two-factor identification, and the .GOV switchover coming soon. Most of the cost for switch will be grant-funded, but some town costs.  Also planned late summer-early fall employee training on phishing.

• Library Construction: Milestone has started construction and has started working on the outside foundation. Currently they need to address the exit/door out the children’s room as they have started work outside other back doors. 

• Summer Recreation

o Camp: camps start July 5th and are 3 days for 3 weeks. There are still some openings for sign-ups.

o Concerts/other: Concerts start Thursday, June 29th.

o Town dock/Beach/playgrounds: There have been no issues with parking so far. Town docks are all set. At the beach, trimming is needed. In the fall, work needs to be done at Blodgetts for washouts. Highway has worked on it.

• Old Home Day: Golf carts usage- there has been some complaints about a lack of lights on the carts. Primex says the Town has no liability for volunteers using these. There will be no bounce house this year. The police are bringing in outside help from the State in four-hour blocks to help with pedestrian crossing, and the Fire Dept will help with traffic assists as well as New London Ambulance for the Fireworks.

New Business

• Summer Injury Prevention

o Heat related injuries: None.

o Insects, plants: None. Recreation has sunscreen and bugspray for campers. 

• Library summer activities: Summer reading starts Wednesday July 5th, and will be outside if the weather is good, or in the Vets Hall if not. July 19th will be Police &Fire community day and the kids will tour the Fire Station. Teens will be out on the LSPA boat and the library will ask for the LPSA insurance certificate.

• Mount Sunapee/ Sunapee State Beach safety concerns: No issues. The State Beach hires the Police for busy weekends. Craftsman’s Fair is coming up.

• PRIMEX Loss prevention services: Primex inspections are coming up, and there will be Trip, Slip and Fall prevention workshops scheduled in-person.

Department Reports

• Town Office- none.

• Library- none.

• Police Department- There has been speeding through the center of town. 

• Fire Department- no

• Highway Department- They have a new 1-ton truck. There has been rain damage that they are working on.

• Recreation Department- no

• Transfer Station- Transfer station should have bright shirts or safety vests.

Accidents/injuries since last meeting- There were 2 accidents- 1 auto and 1 workers comp to report.
