TOWN OF NEWBURY

JOINT LOSS MANAGEMENT COMMITTEE

MEETING MINUTES OF March 12, 2021

Members Present:  Wayne Whitford, Henry Thomas, Deb Lacombe, Tate Sweetbrown, Pam Bryk, Sydney Bryk.

Meeting convened at the Newbury Town Office at 9:08 a.m.

The minutes of the January 14, 2021 meeting were approved.

Old Business

  • Primex insurance renewal recommendations. Back Injury Prevention on-line training for highway employees. Pam is working with Cal to set up a group training at the end of March.
  • Town Office parking lot lighting. Pam said that the Board has not made any decisions. There was a concern for the lighting of the town office parking lot on the night of the election. Possibly motion activated lights can be installed at the rear of the parking lot. Thomas said if we put in the same lights, we need to dig for running conduit and we will need concrete bases. Tate said if this is safety related it should go to the Selectboard. Thomas said this is a liability, it affects employees, we should do something to protect the town. Wayne said it is still general safety for the public.
  • Playground walkway. The Board will not be taking any action now, we are waiting until all construction is done and on the vote for the library expansion. The library should include it in their landscaping with the new expansion. Tate said even when things are made ADA compliant, it sometimes is still not for everyone.
  • CPR Recertification. The town office is ready now for recertification, possibly Vicki can do an April class. Wayne will contact Vicki for scheduling.

We have had 22 weeks injury free. We will inform Deb Prussman.

Wayne said Tim Mulder should be here to represent the sewer department and we do need an employee from the transfer station to attend.

Wayne said he has not heard anything about the Stevens driving class yet, if there is a spring one, we can send some employees. Deb said that Josh and Levi should go if they have not attended yet. Tate said all of us at the highway department have gone once. Wayne suggested that the transfer station employees attend.

Old Home Day will be held on July 10th, it will be a smaller venue and will start at 12 noon. Deb said we should have a tent so people will have somewhere to eat and sit, we can socially distance the tables. Pam said we will have five shows and six trucks. We are waiting also to see what the governor’s orders will be in July, things can always change. The hardest part will be the concert and the fireworks.

New Fire Station:  Thomas said they are fine tuning now, which is time consuming. He said they are working on the wiring, plumbing, heating, and they are spraying the foam insulation. We are still on schedule. We had our fire fighters walk through last week, we will schedule a town employee walk through. Once the building is complete, we will slowly move all our equipment over.

Tate asked if they are going to move the antique truck to a dryer area. Thomas said not now, the old garage is good for storage and the town should keep it. Thomas said it needs a new roof. Tate said that garage is wet, but it has been good this year.

Sidewalks: No update as to why the sidewalks in front of town offices were not plowed. Hank said we have a grant to continue the sidewalk down to Old Post Road. Deb suggested we have a plan of what to do before the first snowfall.

Police Department: Deb said the new car is coming. Everything is good.

Fire Department: Everything is good. Wayne said that 5 members of the department were in Loudon this weekend helping with the shots. Wayne sent Syd the information that recreation and library workers can get vaccinated now. Wayne said the emergency operation plan is updated and has been sent to the state. We are still waiting on the rescue truck, it is overdue.

Highway Department: Tate said we ordered sand for next year, we are good for this year. The dealer started working on last year’s truck. It may be a month or so before we get the new truck. The department is trying to stay on top of the mud. Cal enforces a strict policy on masks in the shop. Highway had two incidents, one with the loader at the fire station and the other when a truck slid into Cal.

Recreation Department: Syd said she is having some camps this summer. They will follow the same procedures as last year. She is renting out the fields for spring soccer. Teams will be responsible for following the governor’s guidelines. Syd said there has been a lot of issues with the irrigation system. Deb asked if there were going to be swim classes. Syd is going to reach out to Red Cross swim. Wayne said the docks should be checked April/May.

Since last meeting there has been two vehicle accidents from the highway department and one fall from the fire department.

The meeting was adjourned at 10:21 a.m.

Next Meeting:  Monday May 10, 2021 at 8:30 p.m.
