Board Members Present:  Darren Finneral, Chair; Chris Hernick, Vice-Chair; Jim Lord, Chris Millette, Members.

 

Mr. Finneral called the meeting to order at 7:10 p.m.

 

WORK SESSION:

 

Minutes for the Joint Board Meeting and the August 16 meeting will be reviewed at the September 20 meeting.

 

There were not enough members to sign the mylar on the Bruss site plan review.

 

Mr. Finneral said they have made really good progress with CIP. Upper Valley is helping with the documents. Mr. Finneral said they have a really good base.

 

15.2.1 - Non-Conforming Buildings – Mr. Millette said it is vague and he thinks it needs to be clarified. He gave an example of a non-conforming structure that is not moving any closer to the border but is increasing its size. The way the ordinance read now it does not make it more non-conforming. Mr. Lord suggested having an exemption for an expansion. Mr. Hernick said it would probably need to be a variance. 

 

7.8.2 – Mr. Hernick said he has a problem with the four words in the fourth line: “inclusive of impervious surfaces”.  He said these four words creates an incentive as to put everything in this area. He suggested pulling out these four words. He said it makes it stricter. There was discussion as to whether the 50% should change to 25%.

 

8.3.1 – Wetlands, Conversation Overlay District - Mr. Hernick said it should read “wetlands smaller than 10,000 sq. ft. and their associated buffer.” 

 

Treehouses – Mr. Finneral said there should be a definition and the Board thinks should be allowed. Mr. Finneral thinks that any structure in a tree is a tree house. Mr. Millette asked if we are going to allow people to use this as an additional bedroom and people can stay there as long as they are not renting it. Mr. Finneral asked if tree houses should have permits. Mr. Hernick asked if we could keep it as a tree house and say that it is strictly for recreational use and residential, commercial, and industrial use are not permitted. Mr. Lord asked if we should put a size limit on it. Mr. Millette thinks that as long as it is recreational use, it shouldn’t matter the size. Mr. Finneral said they can add the word treehouse and the definition under 2.134. Mr. Millette said we still need to add something else because it is a structure.

 

Mr. Finneral will find someone to help the Board with some of this wording.

 

Mr. Millette asked about the things that the Code Enforcement Officer brought up. Mr. Finneral thinks these are all set and do not need attention.

 

Mr. Hernick made a motion to adjourn. Mr. Millette secondedthe motion. All in favor.
