Planning Board

Board Members Present:  Darren Finneral, Chair; Chris Hernick, Vice-Chair; Jim Lord, Chris Millette, Denise Mitchell, Wayne Seaholm, Members; Scott Wheeler, Ex-officio; Peter Stanley, Consultant; Kristen Schultz, Alternate.

 

Mr. Finneral called the meeting to order at 7:00 p.m.

 

ADMINISTRATIVE:

 

The Board members signed Case 2022-009 – Health Trust/Bruss Site Plan.

 

Mr. Finneral reported there is an issue with the site plan review for Sutton Road – Case 2022-007 – Town of Newbury/WalcoMechanical Site Plan. They have withdrawn their application and are not purchasing the property from the Town. Mr. Finneral does not feel comfortable with signing the application because the agents have withdrawn the application.

 

Mr. Millette made a motion to rescind the approval on the basis that the agents withdrew their application. Mr. Wheeler seconded the motion. All in favor.

 

Minutes:

 

The Board reviewed the Joint Board minutes of August 1, 2022. Corrections were made.

 

Mr. Finneral made a motion to accept the minutes with proposed corrections.  Mr. Hernick seconded the motion. All were in favor.

 

The Board reviewed the minutes of August 16, 2022. Corrections were made.

 

Mr. Finneral made a motion to accept the minutes with proposed corrections.  Mr. Lord seconded the motion. All were in favor.

 

The Board reviewed the minutes of August 30, 2022. 

 

Mr. Finneral made a motion to accept the minutes.  Mr. Lord seconded the motion. All were in favor.

 

7:10 p.m. – Case 2022-010 – Final Minor Subdivision – Mark J. & Anne B. Hilton Living Trust (owner), Thomas C. Dombroski & Patrick T. Dombroski (agents), for property located at 274 South Road, Newbury, NH Tax Map 045-382-409.

 

Mr. Finneral found the application complete.

 

Mr. Finneral made a motion to accept the application as complete. Mr. Hernick seconded the motion. All were in favor.

 

Mr. Dombrowski said  2.17 acres would be divided from the 150-acre lot. 

 

Mr. Wheeler asked if the driveway has been approved by the road agent. Mr. Hilton said Cal Prussman said it looks okay.

 

Ms. Mitchell asked if there is a right of way for the new lot. Mr. Dombrowski said no. Mr. Hernick and Mr. Millette agreed that this is not relevant.

 

Mr. Finneral opened the public hearing to the public. There being no comment, Mr. Finneral closed the public hearing.

 

Mr. Finneral made a motion to start the approval for the application.  Mr. Lord seconded the motion. All were in favor.

 

The Board signed the mylar.

 

7:20 p.m. – Case 2022-011 – Conceptual Minor Subdivision – Donald E. & Celine C. Hatch (owners), T.F. Bernier, Inc. (agent), for property located at 158 Winding Brook Road, Newbury, NH Tax Map 035-540-514.

 

Mr. Finneral read the definition of a conceptual review.

 

Mr. Bernier presented to the Board. He said the proposal is simple. He said the owners would like to subdivide a lot for their son. The lot is 149 acres. There is an existing driveway as part of the Mountainside subdivision. Going through the regulations, the best place to do this is to convert the driveway to a private road that would give access to both lots. There would be an official agreement in which the Hatches and their son would equally pay to take care of the road. The biggest issue is whether the fire department can gain access to the road and the fire chief came to the property and said there would be no issue. There would be a five-acre lot divided from the larger acre. Mr. Bernier thinks this application fits into the regulations well. They might need a couple of waivers. 

 

Mr. Millette asked where the private road starts. Mr. Bernier said there was a 50’ proposed road and platted it that ended at the property line. The first part of this road is a dedicated public way. 

 

Mr. Millette asked if there are any steep slopes at the site and Mr. Bernier said no. 

 

Mr. Wheeler asked if they have spoken to the road agent and Mr. Bernier said not yet. 

 

The  Board members do not have any concerns regarding this project

 

 

 

 

Other:

 

The Upper Valley Planning Commission will be helping us with the CIP. Mr. Finneral would like to help out with the Upper Valley Planning Commission. If anyone else would like to put in their name to be part of this Commission should let him know.

 

The Transportation Advisory also needs a member and an alternate, so if anyone is interested let Mr. Finneral know.

 

Mr. Finneral put in for a circuit writer for part of the year.

 

Mr. Finneral said there might be funds available for community housing if a grant gets approved. 

 

Vicki will be presenting the CIP on Thursday, September 22, 2022. Mr. Finneral distributed the CIP.

 

Ms. Mitchell brought up the paving of the sidewalk in front of the police station. Ms. Mitchell has inquired and not heard anything.

 

Ms. Mitchell wants Mr. Finneral to call Peter Tenney. Mr. Finneral said he will see what he can do.

 

Discussion ensued.

 

Mr. Wheeler made a motion to adjourn. Mr. Lord seconded the motion. All in favor.
