Board Members Present:  Darren Finneral, Chair; Jim Lord, Chris Millette, Denise Mitchell, Wayne Seaholm, Members; Kristin Schultz, Ex Officio.

Mr. Finneral called the meeting to order at 7:00 p.m.

 

WORK SESSION:

 

The first topic of discussion was building regulations. Mr. Finneral said #8 and #10 under important notices both reference a building code from 2015 and the regulations were updated in 2018.

 

Under the Zoning Ordinances, Article 2.20 under definition of building height. Mr. Finneral will get more information andclarification.

 

Under 3.1, the certificate of zoning compliance, the Code Enforcement Officer would like to change “Selectmen” to “Selectboard or their delegates”.

 

Under 3.2, the CEO would like to remove the word “bathrooms”because NH DES does not evaluate on additional bathrooms.

 

Under 3.10.5, the CEO recommends changing it from 30 days to 60 days because that is state code.

 

Under 4.6, the CEO suggests removing docks because they are not exempt from setback requirements.

 

Under 5.9, the CEO suggests removing septic systems because they are not exempt from setback requirements.

 

Under 6.12.4, the CEO would like to change because the houses are on Blodgett sewer. Mr. Finneral reminded him that not all houses are on the sewer system.

 

Under 7.5, the CEO said he should only be notified regarding wastewater management if they add another bedroom.

 

Under 13.2, it should be article 4 and article 5, not article 1.

 

Mr. Finneral had a recommendation to take out 13.2 altogether. Mr. Finneral thinks we should not take this out. 

 

Mr. Finneral will go back and follow up with the Code Enforcement Officer.

 

Ms. Mitchell said the 10-year plan needs to be looked at every five years and it was last done in 2017. She would like to look at this next year.

 

She said on page 61 on the Master Plan there is a vision for South Newbury.
