Board Members Present:  Darren Finneral, Chair; Chris Hernick, Vice-Chair, Joanne Lord, Chris Millette, Denise Mitchell, Members.

 

Mr. Finneral called the meeting to order at 7:01 p.m.

 

Mr. Finneral opened the public hearing for proposed amendments to the Newbury Zoning Ordinance. He said there is one change to our 5th amendment.

 

Mr. Finneral said he will need to submit the paperwork to the Town Clerk this week. 

 

Mr. Millette suggested adding the following verbiage to the below Amendments:

 

Rationale: Mr. Millette thinks they need to clarify and add language to say “to allow residential and commercial uses to be included in the same development in the business district” on Article 2 definition.

 

Rationale: Mr. Millette thinks it should be added “in the business district” in the rationale of Amendment #2.

 

Rationale: Mr. Millette would like to add “to develop workforce housing” to the current rationale for Amendment #3.

 

Rationale: Mr. Millette would like to add “in the business district” for Amendment #4.

 

Rationale: Mr. Millette would like to add “to more clearly define” to Amendment #5.

All were in favor of the proposed changes to the rationale of allthe amendments.

 

Mr. Finneral closed the public hearing. 

 

A vote was taken, and all were in favor in approving the definition of “residence”.  It was determined to be neutral.

 

 

 

 

 

 

 

 

ADMINISTRATIVE:

 

Minutes

 

The Board reviewed the minutes of December 9, 2021.

 

Mr. Hernick made a motion to accept the minutes.  Ms. Lord seconded the motion. 

All were in favor.

 

The Board reviewed the minutes of December 21, 2021.  Corrections were made.

 

Mr. Millette made a motion to accept the minutes as amended.  Ms. Lord seconded the motion. 

All were in favor.

 

 

2022 Budget - Mr. Finneral went over the 2022 budget for the Planning Board and mentioned a few changes to the budget. He reduced the telephone money. He also had to take out the line item for the Housing Committee consultant. Mr. Finneral will email the budget to the committee members.

 

Open Discussion – There was a brief discussion about building permits, fines, fees and notifying abutters. Mr. Hernick would like to better define wetland buffer definition and unaltered area in the woodland buffer definition.

 

Ms. Lord made a motion to adjourn. Mr. Millette seconded the motion.  All in favor.

The meeting adjourned at 8:09 p.m.
