Members Present: Bruce Healey, Chair; Deane Geddes, Vice-Chair; Bill Weiler, Mike Beaton, Members; Russell Smith, Ex-officio Member; Ken McWilliams, Advisor.

 

Mr. Healey called the meeting to order at 7:00 p.m.

 

Mr. Healey noted that the Conceptual application scheduled for this meeting was cancelled by the applicant due to illness.

 

ADMINISTRATIVE BUSINESS

There were no minutes available for review.

 

Master Plan Update

Mr. Healey reviewed the edits/changes and suggestions made during the June 29, 2017 Public hearing on the Envision Newbury 2027 document and the Summary. He noted the needed map labelling changes pertaining to “Pillsbury State Park” and “North Woodlands” location references. He noted that he would communicate the needed map changes to Resilience Planning & Design.

 

Mr. Healey further reviewed several of the suggested changes from the Public and suggested ways to incorporate some – but not all – of the suggestions.

 

Mr. Weiler made a motion to approve the Master Plan Update, titled Envision Newbury 2027 and Envision Newbury 2027 Summary, with the suggested amendments. Mr. Smith seconded the motion. Mr. Healey called for a Roll Call vote.

In Favor: Mr. Geddes, Mr. Smith, Mr. Beaton, Mr. Weiler, Mr. Healey

Opposed: None

 

Land Use & Assessing Coordinator

Mr. Healey informed the Board that Tiffany Favreau has been hired as the new Land Use & Assessing Coordinator for the town. He noted that Ms. Favreau has worked in the assessing area in Claremont but will be acquiring knowledge in the area of land use. Her email address is landuse@newburynh.org.

 

Proposed Zoning Amendments

Mr. Healey reviewed a number of potential amendments for consideration by the Board, namely changes to the sub-division and site plan review regulations, as well as the following:

Article 5 Residential District, Section 5.2 District Boundaries

Notification of Abutters

Cluster Development designation replaced with Conservation Development

 

Mr. Healey noted that the Code Enforcement Officer expressed interest in meeting with the Board to discuss potential amendments.

 

Mr. Weiler suggested that the ZBA and the Newbury Conservation Commission submit amendment suggestions/concerns to the Planning Board.

 

There being no further discussion, Mr. Healey called for a motion to adjourn.

 

Mr. Smith made a motion to adjourn. Mr. Geddes seconded the motion. All in favor.
